      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or
Discharge from Active Duty) be corrected to show he held secondary military
occupational specialty (MOS) 71L20 (Administrative Specialist) for about 8
years and 6 months.

2.  The applicant states that his original request specifically stated that
he completed about 8 and one half years in his secondary MOS.  He was
discharged as a Sergeant, E-5 so his skill level should have been reflected
as a "2" instead of a "1."

3.  The applicant provides his discharge orders from the U. S. Army Reserve
(USAR).

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 2 December 1981.  He
completed basic training and advanced individual training and was awarded
primary MOS 76P10 (Stock Control Specialist).

2.  On 28 May 1982, the applicant was promoted to Specialist, E-4.  On 17
June 1983, he was awarded secondary SMOS 71L10.

3.  On 22 August 1984, the applicant was released from active duty in the
rank  of Specialist and transferred to the USAR Control Group (Annual
Training).  Item 11 (Primary Specialty Number, Title and Years and Months
in Specialty (Additional specialty numbers and titles involving periods of
one or more years)) of his DD Form 214 shows only his primary MOS of 76P10.

4.  On 20 June 1986, the applicant was promoted to Sergeant, E-5 while in
the USAR.  On 7 May 1991, he was honorably discharged from the USAR.

5.  On 19 December 2003, the applicant requested correction of his DD Form
214 to add his secondary MOS.  His records were administratively corrected
and a DD Form 215 (Correction to DD Form 214, Certificate of Release or
Discharge from Active Duty) was issued to add "S71L10 CLERK TYPIST 1 yr 02
MONS//NOTHING FOLLOWS" to item 11 of his DD Form 214.

6.  Army Regulation 611-201 (Military Occupational Classification and
Structure), effective at the time, paragraph 1-8c stated that skill level
identifies skills,
proficiency, or ability typically required for successful performance at
the grade with which the skill level is associated.  There is a direct
relationship between grade and skill level.  Each skill level identifies
positions in the following authorized ranks:  (1) skill level 1 – Private
First Class and Specialist; (2) skill level 2 – Sergeant; (3) skill level 3
– Staff Sergeant; (4) skill level 4 – Sergeant First Class; and (5) skill
level 5 – Master Sergeant and Sergeant Major.

7.  Army Regulation 635-5 prescribes the separation documents prepared for
soldiers upon retirement, discharge, or release from active military
service or control of the Army.  It establishes standardized policy for the
preparation of the DD Form 214.  In pertinent part it states that the DD
Form 214 is a synopsis of the soldier’s most recent period of continuous
active duty.  It provides a brief, clear-cut record of active Army service
at the time of release from active duty, retirement or discharge.

DISCUSSION AND CONCLUSIONS:

1.  At the time the applicant was released from active duty he was a
Specialist who had held his secondary MOS of 71L10 for 1 year and 2 months.
 His DD Form 214 was properly corrected to reflect this fact.

2.  The applicant's promotion after he was released from active duty on
        22 August 1984, with its accompanying change in skill level and
years of holding his secondary MOS of 71L, would not be authorized for
entry on his DD Form 214 as those actions occurred after the period covered
by the DD Form 214.
