         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: Correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she served in military occupational specialty (MOS) 71L10 (Administrative Specialist) for 3 years and 6 months and that she served in MOS 76W10 (Petroleum Supply Specialist) for 1 year and 6 months.

APPLICANT STATES: That item 11 (Primary Specialty Number, Title and Years and Months in Specialty) on her DD Form 214 is incorrect. She contends that she worked in MOS 71L10 for 3 years and 6 months and worked in MOS 76W10 for 1 year and 6 months. In support of her application, she provides a copy of her DD Form 214, a Certificate of Achievement, and two Letters of Appreciation.

EVIDENCE OF RECORD: The applicant's military records show:

The applicant enlisted in the Regular Army on 31 July 1979. She attended basic training at Fort Jackson, South Carolina. She entered advanced individual training (AIT) at Fort Jackson, South Carolina in MOS 75D00 (Personnel Records Specialist). She was declared an academic failure in MOS 75D00 effective 19 October 1979.

The applicant was then assigned to Fort Lee, Virginia, for AIT in MOS 76W (Petroleum Supply Specialist). She was awarded that MOS effective 1 December 1979 by Headquarters, U.S. Army Quartermaster Center and Fort Lee Orders Number 246-35, dated 1 December 1979.

The applicant completed her service obligation and was honorably released from active duty on 5 August 1983. Her DD Form 214 shows in item 11 the entries “76W10, Petroleum Supply Specialist, 3 yrs and 8 mos//71L, Administrative Specialist, 1 yr and 6 mos //NOTHING FOLLOWS.”

The applicant’s DA Form 2-1 (Personnel Qualification Record - Part II) shows in item 6 (Military Occupational Specialties) that she was awarded the primary MOS 76W10 effective 1 December 1979 and that she was awarded a secondary MOS 71L10 effective 19 February 1982. Her records contain 1st Cavalry Division Orders Number 39-68, dated 26 February 1982, which awarded her the secondary MOS 71L10, effective 19 February 1982.

Army Regulation 635-5 (Separation Documents) established the standardized policy for preparing and distributing the DD Form 214. The regulation provides, in pertinent part, that the primary military occupational specialty (PMOS) and all additional military occupational specialties (MOS) served in for a period of one year or more, during the soldier’s continuous active military, service will be entered in item 11 of the DD Form 214.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. Military orders show the applicant was awarded the primary MOS 76W effective 1 December 1979. Military orders also show that she was awarded a secondary MOS of 71L10 effective 19 February 1982.

2. Army Regulation 635-5 and instructions in item 11 of the DD Form 214 require that the primary specialty number, title and years and months served in that primary MOS and any additional MOS’s will be shown in this item.

3. Calculations show that the applicant held MOS 76W10 from 1 December 1979 to her date of separation on 5 August 1983 which is a period (rounded to a whole month) of 3 years and 8 months.

4. Calculations show that the applicant held a secondary MOS of 71L10 from 19 February 1982 to her date of separation 5 August 1983 which is a period (rounded to a whole month) of 1 year and 6 months. Based on the calculations, item 11 of the applicant’s DD Form 214 is correct as currently constituted and there is no basis for correcting her DD Form 214.

5. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

6. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
