                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 07 September 2006
      DOCKET NUMBER: AR20060006508

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mr. Jessie B. Strickland | |Analyst |

The following members, a quorum, were present:

| |Ms. Susan Powers | |Chairperson |
| |Mr. Jonathan Rost | |Member |
| |Mr. David Haasenritter | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that his report of separation (DD Form 214)
dated 24 March 1983 be corrected to reflect that he was released from his
initial active duty for training (IADT) on 6 April 1983, when he graduated
from his Advanced Individual Training (AIT).

2. The applicant states, in effect, that his DD Form 214 dated 24 March
1983 is incorrect because he was not released from IADT until he graduated
from his 8 – week AIT course at Fort Lee, Virginia, on 6 April 1983 and
was handed his diploma. However, his DD Form 214 incorrectly reflects that
he was released from IADT on 24 March 1983. He continues by stating that
he is now retiring from active duty in the Air Force and desires to have
his records corrected to reflect the correct amount of service.

3. The applicant provides a copy of his DD Form 214, a Certificate of
Training for his Basic Combat Training (BCT), and a Diploma showing he
graduated from his AIT on 6 April 1983.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted in the United States Army Reserve (USAR) in St.
Louis, Missouri on 9 September 1982 for a period of 6 years and training as
a Material Control and Accounting Specialist (76P10). His enlistment
contract specified that he would attend BCT at Fort Knox, Kentucky on 22
November 1982 and his AIT at Fort Lee, Virginia on 4 February 1983.

2. He completed his BCT on 4 February 1983 and was transferred to Fort Lee
to undergo his AIT in military occupational specialty (MOS) 76P10. His
diploma indicates that he graduated on 6 April 1983.

3. However, his DD Form 214 indicated that he was released from IADT on
24 March 1983 and was returned to his USAR unit in Illinois. It also
indicates that he completed his 8-week AIT course in MOS 76P10. His DD
Form 214 indicates that he had served 4 months and 6 days of active service
during his IADT.

4. It is noted that from the time the applicant completed his BCT on 4
February 1983 until the date his DD Form 214 indicates he was released from
IADT on 24 March 1983, the applicant could not have completed 8 weeks of
training.

5. The applicant subsequently enlisted in the Regular Army on 19 November
1982 and served until he was honorably released from active duty on 3
December 1986 due to his expiration of term of service and the Christmas
Early Release Program. His DD Form 214 issued at that time also indicates
that he had served 4 months and 6 days of prior active service.

DISCUSSION AND CONCLUSIONS:

1. The applicant’s contention that his DD Form 214 incorrectly reflects
that he was released from IADT on 24 March 1983 instead of 6 April 1983 has
been noted and found to have merit.

2. The applicant completed his BCT on 4 February 1983 and was transferred
to Fort Lee to undergo 8 weeks of AIT. Therefore, he could not have
completed an 8-week course if he was released from IADT on 24 March 1983.

3. Therefore, it is reasonable to presume that he was released from IADT
on the date he graduated from his AIT and his diploma was issued on 6 April
1983, as he contends.

4. Accordingly, it would be in the interest of justice to correct his DD
Form 214 dated 24 March 1983 to show that he was released from IADT on 6
April 1983, with his service adjusted accordingly.

5. Additionally, his subsequently DD Form 214 dated 3 December 1986 should
also be adjusted to reflect his adjusted prior active service as well.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
changing his DD Form 214 dated 24 March 1983 to show he was released from
IADT on 6 April 1983, that his active service computation be adjusted and
that his subsequent DD Form 214 dated 3 December 1986 be corrected to
reflect his correct amount of prior active service based on the adjustment
of his previous DD Form 214.
