      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  In effect, the applicant requests that her record be corrected to show
that she enlisted in the Army on 18 March 2003 in pay grade E-3, vice pay
grade E-1, and that she receive all due pay and allowances resulting from
the correction.

2.  The applicant made no statement.

3.  The applicant provides the documents depicted herein.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army Reserve delayed entry program (DEP)
for 8 years on 4 March 2003.  She was discharged from the DEP upon her
enlistment in the Regular Army in pay grade E-1 for 6 years on 18 March
2003.

2.  On 9 June 2004 the senior Marine instructor at A. Crawford Mosley High
School in Lyn Haven, Florida, stated that the applicant completed the
equivalent of 4 satisfactory years in the Marine Corps Junior ROTC (Reserve
Officer Training Corps) program.  He recommended her meritorious promotion
to the pay grade of E-3.  A certificate shows that she completed that
program.

3.  The commanding officer of the 29th Signal Battalion on 16 July 2004
recommended that her records be corrected due to her completion of 4 years
of JROTC, and stated that she should have been advanced to pay grade E-3
upon her enlistment in the Regular Army.

4.  In the processing of this case an advisory opinion was obtained from
the Human Resources Command.  An official of that command stated that the
applicant was authorized an enlistment grade of E-3 if he or she had
completed  3 or more years of JROTC with a recommendation from the senior
service instructor that recommended that she be enlisted in that grade.  He
further stated that the applicant completed 4 years of JROTC and received
the appropriate recommendation.  He stated that her enlistment contract was
erroneous due to the guidance counselor’s error in not properly enlisting
her in pay grade E-3.  He recommended that her enlistment records be
corrected to show enlistment in pay grade E-3 with a date of rank of 18
March 2003 with all due pay and allowances.

5.  Army Regulation 600-8-19 prescribes the enlisted promotions and
reductions function of the military personnel system and states in
pertinent part that Human Resources Command-Alexandria will automatically
promote Soldiers to the grade of specialist [pay grade E-4] upon attainment
of the required time in service and time in grade requirements.  Promotions
will be made automatically by the Total Army Personnel database.
Eligibility criteria for automatic promotion to specialist are 24 months
time in service and 6 months time in grade.  Basic active service date
(BASD) is used to determine time in service.

DISCUSSION AND CONCLUSIONS:

1.  The applicant should have been enlisted in pay grade E-3 when she
entered on active duty on 18 March 2003.  Her record should be corrected to
show that she enlisted in pay grade E-3 for 6 years on 18 March 2003.

2.  The applicant should receive all due pay and allowances in pay grade E-
3 effective on 18 March 2003.

3.  As a consequence, the applicant should be promoted to specialist, pay
grade E-4, on 18 March 2005, 2 years from the date that she entered on
active duty, in accordance with the provisions of the above cited
regulation.  She should receive all due pay and allowances in pay grade E-4
effective on 18 March 2005.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing that she enlisted in the Army in pay grade E-3 for 6 years on 18
March 2003, and that she receive all due pay and allowances in that pay
grade effective on 18 March 2003.  She should then be promoted to
specialist, pay grade E-4, effective on 18 March 2005 and receive all due
pay and allowances in pay grade E-4 effective on that date.
