2. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Armed Forces Expeditionary Medal and the Armed Forces Service Medal.
3. The applicant states that he participated in Operation Joint Endeavor and these awards were given to those soldiers who served faithfully. In support of his application, he submitted a copy of his DD Form 214; a letter from the National Personnel Records Center; a DA Form 1577 (Authorization for Issuance of Awards); and a copy of reassignment orders for duty in support of Operation Joint Endeavor.
4. The applicant’s military records show that he enlisted into the Regular Army on 16 October 1991 for a period of five years. He completed training as a military policeman and served in Korea from 9 March 1992 through 8 March 1993. He completed temporary duty in Bosnia and was honorably released from active duty on 15 October 1996.
5. The applicant's DD Form 214 does not show the Armed Forces Expeditionary Medal or the Armed Forces Service Medal as authorized awards.
6. Item 5 (Oversea Service) on the applicant's DA Form 2-1 (Personnel Qualification Record) shows he served in Bosnia from 13 December 1995 through 29 July 1996.
7. The applicant provided a copy of Headquarters, United States Army Signal Center and Fort Gordon Orders 345-801, dated 11 December 1995 which show he was deployed in support of Operation Joint Endeavor.
8. The applicant's personnel records contain a certificate for award of the North Atlantic Treaty Organization (NATO) Medal for service in support of Operation Joint Endeavor during the period 29 December 1995 to 27 June 1996. However, the NATO Medal is not shown on his separation document.
9. Army Personnel Command (PERSCOM) message date time group 121605Z March 1999, subject: Award of the Armed Forces Expeditionary Medal for Operations Joint Endeavor and Joint Guard, noted that the Secretary of Defense approved award of the Armed Forces Expeditionary Medal, in addition to the Armed Forces Service Medal, to certain participants of Operation Joint Endeavor as a one-time exception to Department of Defense and Service policies. The one-time exception is to permit the award of the two medals for the same operation and period of service.
CONCLUSIONS:
1. The evidence of record shows the applicant served in Bosnia from 13 December 1995 through 29 July 1996 in support of Operation Joint Endeavor and was awarded the NATO Medal. Therefore, his DD Form 214 should be amended to show the NATO Medal.
2. The applicant served a period of qualifying service in Bosnia making him eligible for award of the Armed Forces Service Medal and the Armed Forces Expeditionary Medal. Therefore, he is entitled to correction of his DD Form 214 to show these awards.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the Armed Forces Expeditionary Medal, the Armed Forces Service Medal, and the NATO Medal.
