         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Armed Forces Expeditionary Medal. She also requests correction of her records to show that she completed the Equal Opportunity Representative Course.

3. The applicant states that her records are missing the Armed Forces Expeditionary Medal and the Equal Opportunity Representative Course. In support of her application, the applicant submitted a copy of her DD Form 214, a Certificate of Training for completion of the Equal Opportunity Representative Course, an award certificate and citation for award of the Joint Service Commendation Medal, and orders awarding her the Joint Service Commendation Medal.

4. The applicant’s military records show that she enlisted in the Regular Army on 3 March 1982 for a period of four years. She completed basic and advanced individual training and was assigned to Fort Bragg, North Carolina, in duty military occupational specialty 96B (intelligence analyst). She continued to serve on active duty through a series of reenlistments and was retired on 31 August 2002 in the rank of master sergeant.

5. The applicant's DD Form 214 does not show the Armed Forces Expeditionary Medal as an authorized award.

6. The applicant provided a citation for award of the Joint Service Commendation Medal. This citation states that the applicant "distinguished herself by exceptionally meritorious achievement during the period 1 May 1996 to 17 September 1996, while serving as the Operations Noncommissioned Officer-in-Charge, Combined Joint IFOR Information Campaign Task Force, Sarajevo, Bosnia-Herzegovina."

7. Item 5 (Oversea Service) on the applicant's DA Form 2-1 (Personnel Qualification Record – Part II) shows she served in Haiti from 20 September 1995 through 1 March 1996. Her DA Form 2-1 also shows that she served in Bosnia from 22 May 1996 through 21 September 1996. However, her DD Form 214 does not show service in Haiti or Bosnia.

8. The applicant's service personnel records contain her NCO Evaluation Report for the period March 1996 through October 1996. Under Part IV (VALUES/NCO RESPONSIBILITIES), Competence block, the rater indicated that she was a "prime player in coordinating the PSYOP [Psychological Operations Group] effort for the NATO led implementation Force in Bosnia-Herzegovina for six months." Under Part V (Overall Performance and Potential), the senior rater provided the comments: "Performed superbly as the Operations NCOIC for the Joint PSYOP Task Force during Operation Joint Endeavor."

9. The applicant provided a copy of a Certificate of Training which shows she successfully completed the XVIII Airborne Corps and Fort Bragg Equal Opportunity Representative Course during the period 8 May to 19 May 1995.

10. Army Personnel Command Message Number 99-100 (with a Date/Time Group of 121605Z March 1999) authorized award of both the Armed Forces Service Medal and the Armed Forces Expeditionary Medal, as a one-time exception to Department of Defense and Service policy, for qualifying service in support of Operations Joint Endeavor and Joint Guard in the Republic of Bosnia-Herzegovina. This exception allowed both service medals to be presented to personnel deployed in Bosnia-Herzegovina, aboard naval vessels operating in the Adriatic Sea and their respective air spaces during the period 1 June 1992 to 19 December 1996 (Operation Joint Endeavor) and during the period 20 December 1996 to 20 June 1998 (Operation Joint Guard). The exception also allowed only one award of each service medal for service in either or both Operation Joint Endeavor and Operation Joint Guard.

11. Army Regulation 635-5 establishes the policies and procedures for completion and distribution of the DD Form 214. In pertinent part it states that item 14 (military education) will list formal in service training courses of 40 hours or more successfully completed during the period of service covered by title, length in weeks, and month and year completed. This information is to assist the soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed.

12. Army Regulation 635-5 establishes the policies and procedures for completion and distribution of the DD Form 214. In pertinent part, it states that item 18 (Remarks) is used for entries required by Headquarters Department of the Army for which a separate block is not available and for completing entries that are too long for their blocks.

CONCLUSIONS:

1. The evidence of record shows the applicant served in Bosnia from 22 May 1996 through 21 September 1996 in support of Operation Joint Endeavor. Therefore, she is entitled to award of the Armed Forces Expeditionary Medal and correction of her DD Form 214 to show this award.

2. Records show the applicant served in Haiti from 20 September 1995 through 1 March 1996.

3. Based on the applicant's service in Haiti and Bosnia, the Board determined that it would be appropriate to amend item 18 (Remark) on her DD Form 214 to show the entries: "SERVICE IN HAITI: 20 SEP 95 TO 1 MAR 96" and "SERVICE IN BOSNIA: 22 MAY 96 TO 21 SEP 96."
4. The evidence of record shows the applicant completed the Equal Opportunity Representative Course in May 1995. Therefore, her DD Form 214 will be amended to show this course.

5. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected:

a. by showing the individual concerned was awarded the Armed Forces Expeditionary Medal;

b. by amending item 18 (Remarks) on her DD Form 214 to show the entries: "SERVICE IN HAITI: 20 SEP 95 TO 1 MAR 96" and "SERVICE IN BOSNIA: 22 MAY 96 TO 21 SEP 96"; and

c. by showing the entry " EQUAL OPPORTUNITY REPRESENTATIVE COURSE, 2 WEEKS, MAY 1995" in item 14 (Military Education) on her DD Form 214.
