2. The applicant requests award of the Armed Forces Expeditionary Medal (AFEM).
3. The applicant states that the award was approved after he was discharged from the Army. He was awarded the NATO Medal which shows the dates that he was deployed to the Bosnia-Herzegovina region.
4. The applicant’s military records show that he entered on active duty on 12 September 1990 and served on continuous active duty until his release from active duty in 1997, attaining the rank of sergeant. The applicant served in Germany from January 1991 until his release from active duty. He was awarded the Army Good Conduct Medal for the period 12 September 1990 to 11 September 1993.
5. An NCO Evaluation Report ending in September 1996 shows that the applicant was deployed to Bosnia-Herzegovina in support of Operation Joint Endeavor. The applicant was awarded the NATO Medal for service with NATO on operations in relation to the former Yugoslavia during the period 3 January 1996 to 19 September 1996 in Bosnia-Herzegovina.
6. The applicant was released from active duty on 24 January 1997. His DD Form 214 shows award of the Army Commendation Medal, the Army Achievement Medal, the Good Conduct Medal, the National Defense Service Medal, and the Expert Infantryman Badge, among others. The applicant completed the Primary Leadership Development Course in May 1995.
7. Army Personnel Command Message Number 99-100 (with a Date/Time Group of 121605Z March 1999) authorized award of both the Armed Forces Service Medal and the Armed Forces Expeditionary Medal, as a one-time exception to Department of Defense and Service policy, for qualifying service in support of Operations Joint Endeavor and Joint Guard in the Republic of Bosnia-Herzegovina. This exception allowed both service medals to be presented to personnel deployed in Bosnia-Herzegovina, aboard naval vessels operating in the Adriatic Sea and their respective air spaces during the period 1 June 1992 to 19 December 1996 (Operation Joint Endeavor) and during the period 20 December 1996 to 20 June 1998 (Operation Joint Guard). The exception also allowed only one award of each service medal for service in either or both Operation Joint Endeavor and Operation Joint Guard.
8. The North Atlantic Treaty Organization (NATO) Medal was authorized by the Secretary General of the North Atlantic Treaty Organization for specific NATO operations. The Secretary of Defense may approve acceptance and wear by United States service members who meet the criteria specified by the Secretary General of NATO. Acceptance of the NATO Medal has been approved for U.S. military personnel who serve under NATO command or operational control in direct support of NATO operations in the former Republic of Yugoslavia from 1 July 1992 through a date to be determined.
9. Army Regulation 600-8-22 provides that the Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service. Although there is no automatic entitlement to the Good Conduct Medal, disqualification must be justified.
10. Army Regulation 600-8-22 provides for award of the NCO Professional Development Ribbon upon completion of the Primary Leadership Development Course.
CONCLUSIONS:
1. The applicant is entitled to award of the AFSM and the AFEM. Those awards should be listed on his DD Form 214. He was awarded the NATO Medal. That award should be shown on his DD Form 214.
2. The applicant served his country honorably and faithfully during his more than 6 years of service. He is entitled to a second award of the Army Good Conduct Medal – from 12 September 1993 to 11 September 1996.
3. The applicant is entitled to award of the NCO Professional Development Ribbon.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Armed Forces Service Medal, the Armed Forces Expeditionary Medal, the NATO Medal, the second award of the Army Good Conduct Medal, and the NCO Professional Development Ribbon.
