THE BOARD ADDITIONALLY FINDS:

10. On 18 December 2002, the Army Review Boards Agency Support Division, in St. Louis, Missouri, while implementing the corrections directed by the Board in its previous Proceedings (docket number AR2002070470), discovered that a mistake in regulation was made concerning the date that the applicant should have been issued an Honorable Discharge Certificate. Although the applicant was released from active duty on 7 May 1962 with an Under Honorable Conditions characterization of service, he was not furnished a General Discharge Certificate until he completed his Reserve obligation on 28 February 1965. When an individual is released from active duty they do not receive a discharge certificate until they are discharged from the service.

THE BOARD ADDITIONALLY CONCLUDES:

5. At the time of the Board’s 23 July 2002 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time that he was discharged from the Army.

6. In view of the additional factors in this case the applicant is entitled to correction of his record to show he was honorably released from active duty on 7 May 1962 and furnished a General Discharge Certificate on 28 February 1965.

THE BOARD RECOMMENDS:

That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings, dated 23 July 2002, to show that the individual concerned was released from active duty on 7 May 1962 with an honorable characterization of service and furnished an Honorable Discharge Certificate on 28 February 1965, when discharged from the Army Reserve.
