APPLICANT REQUESTS: The applicant requests correction of his records to show award of the Armed Forces Expeditionary Medal (AFEM).
APPLICANT STATES: That he served a tour of duty with the Military Group (MILGP) in El Salvador in 1984 and that the AFEM was authorized prior to his release from active duty. In support of his application, he submits a copy of a US Embassy Defense Attached Identification Card (ID) and Security ID for Ilapongo Airbase.
EVIDENCE OF RECORD: The applicant's military records show he was appointed as warrant officer (W-1), with prior military service, in the USAR on 8 December 1983. He was ordered to active duty (AD) on the same day and was released from AD on 7 December 1987. He was transferred to the USAR Control Group (Reinforcement) and was honorably discharged on 9 October 1992.
The applicant’s DD Form 214 (Certificate of Release or Discharge from Active Duty), which was authenticated in his own hand, does not show the AFEM as an authorized award.
The evidence of record shows that the applicant completed 2 years of foreign service in Panama. There is no evidence in the applicant’s records that he served a qualifying tour of duty with the MILGP in El Salvador during 1984.
The applicant provided two picture IDs that were issued by the El Salvadorian US Embassy and Security Airbase in El Salvador.
Total Army Personnel Command message 191510Z March 1996 authorized award of the Armed Forces Expeditionary Medal (AFEM) for service in El Salvador. The period authorized for award of the AFEM was from 1 January 1981 to 1 February 1992. Qualifying service in accordance with this message specified that a soldier must be bona fide members of a unit engaged in the operation or meet one or more of the following criteria: 1) Be engaged in direct support for 30 consecutive days in the area of operations; 2) Be engaged in actual combat, or duty which is equally hazardous as combat, during the operation with armed opposition regardless of time in the area; or 3) Participate as a regularly assigned crew member of an aircraft flying into, out of, or over the area in support of the military operation.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. There is no evidence of record available to the Board which shows that
he served a tour of duty with the MILGP in El Salvador in 1984. The Board considered the evidence provided in support of the applicant’s claim for award of the AFEM. However, this evidence was not sufficient by itself as a basis for award of the AFEM. Therefore, there is insufficient evidence to support the award of the AFEM to the applicant.
2. In order to justify correction of a military record the applicant must show to
the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
3. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
