THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of the portion of his previous application pertaining to the Armed Forces Expeditionary Medal (AFEM).

2.  He states he understands the Board's reasoning and accepts denial of the Air Medal (AM).  He disagrees with denial of the AFEM.  He states the Record of Proceedings for the previous consideration of his request cites Army Regulation 600-8-22 (Military Awards), Table 2-2, and states El Salvador is not listed for award of the AFEM.  He has reviewed the regulation and noted that El Salvador is referenced in Table 2-4 for the periods he was there.  Because of this, he believes he should be awarded the AFEM.  

3.  He provides pages from Army Regulation 600-8-22 and a copy of the Proceedings for Docket Number AR20110012687.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110012687 on 17 January 2012.

2.  On 25 May 1983, the applicant was appointed as a second lieutenant/O-1 in the Regular Army following graduation from the U.S. Military Academy.  His record shows he was initially appointed in the Infantry Branch.  He completed the Rotary Wing Aviator Course in 1984 and he served as an aviator throughout the remainder of his active duty service.

3.  His record is void of documentation showing he served in El Salvador.

4.  On 29 September 1988, he was honorably discharged by reason of unqualified resignation.  His DD Form 214 (Certificate of Release or Discharge from Active Duty) shows he was awarded the Army Service Ribbon, Army Aviator Badge, Joint Service Commendation Medal (JSCM), and the Army Commendation Medal.

5.  In support of his previous application, he provided his Officer Evaluation Report (OER) for the period 30 August 1986 to 15 March 1987.  The OER shows he was a helicopter detachment commander serving in El Salvador during this period.  The Commander, U.S. Military Group El Salvador, attached a memorandum to the OER, in which he commended the applicant for his performance.

6.  He also provided:

* a JSCM citation showing he received this award for his achievement as Commander, U.S. Military Group Helicopter Detachment, El Salvador, from 20 October 1986 to 23 February 1987
* a DD Form 1610 (Request and Authorization for [Temporary Duty] Travel of [Department of Defense] Personnel) showing he was authorized to travel to El Salvador and return

7.  The Record of Proceedings for AR20110012687 stated the criteria for award of the AFEM as follows:

	"The Armed Forces Expeditionary Medal is authorized for qualifying service after 1 July 1958 in military operations within specific geographic areas during designated time periods.  Table 2-2 lists the designated U.S. military operations for which it is authorized.  El Salvador is not included."

8.  Army Regulation 600-8-22 states the AFEM is authorized for qualifying service after 1 July 1958 in military operations within a specific geographic area during specified time periods.  An individual who was not engaged in actual combat or equally hazardous activity must have been a bona fide member of a unit participating in, or be engaged in the direct support of, the operation for 30 consecutive or 60 nonconsecutive days provided this support involved entering the area of operations.  Table 2-4 lists the designated U.S. military operations of assistance to a friendly foreign nation for which the AFEM is authorized.  The table shows it is authorized for service in El Salvador during the period 1 January 1981 to 1 February 1992.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the Record of Proceedings for the previous consideration of the applicant's request stated El Salvador was not listed as a U.S. military operation designated for award of the AFEM.  The previous Record of Proceedings did not cite the correct table of operations.  The applicable table includes El Salvador.

2.  The record shows the applicant completed a period of service in El Salvador that made him eligible for the AFEM.  Therefore, it would be appropriate to correct his DD Form 214 to show this award and to issue the award to him.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR20110012687, dated 17 January 2012.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the AFEM to his DD Form 214 and issuing the award to him.
