         I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 21 November 2002 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

         The Board convened at the call of the Director on the above date to reconsider the conclusions and recommendation appearing in proceedings dated 21 November 2000.

THE BOARD ADDITIONALLY FINDS:

10. On 16 August 2002 the applicant submitted a supplemental application requesting that his records be further corrected to add his Bronze Star Medal (BSM) to his separation document.

11. On 15 April 1971 the Office of the Adjutant General awarded the applicant the BSM.

12. On 1 November 2000, the National Personnel Records Center reissued the BSM to the applicant.

13. There are no orders or award certificate for the BSM contained in the applicant’s records.

THE BOARD ADDITIONALLY CONCLUDES:

5. At the time of the Board’s 21 November 2000 decision in this case, AR2000044034, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time of his release from active duty.

6. Since the applicant was awarded the BSM 3 years after his separation, the Board must presume that the orders for that award were never filed in his military records.

7. In view of the additional factors in this case, the applicant is entitled to correction of his record to have the BSM added to his separation document.

8. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.

THE BOARD RECOMMENDS:

That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings, dated










21 November 2000, AR2000044034, to add the BSM to his separation document.
