APPLICANT STATES: That he graduated with honors. He provides no supporting evidence.
EVIDENCE OF RECORD: The applicant's military records show:
He enlisted in the Regular Army on 29 Aril 1974. His Statement of Personal History, DD Form 398 shows that he attended Coolidge High from 1970 -1973 and did not graduate.
The applicant was released from active duty on 22 April 1976. His Report of Separation from Active Duty, DD Form 214, item 20, shows he completed the 11th grade.
On 24 May 1979, the applicant was transferred to a troop program unit. His Enlisted Qualification Record, DA Form 2-1, which he reviewed on 9 February 1980, shows he attended 3 years of high school and did not graduate. He reenlisted in the U. S. DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
2. The evidence of record, from both the applicant's Regular Army service and his U. S. Army Reserve service, indicates he attended 3 years of high school and did not graduate. He provides no evidence to show otherwise.
3. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

However, the evidence clearly establishes that he committed to his ROTC scholarship on 29 May 1980, when he agreed to attend summer active duty training, which he did attend and complete. In view of the facts of this case, the Board concurs with the findings and recommendations of the PERSCOM Chief, Officer Retirements and Separations Section, which confirms that the applicant would have been required to enter into an ROTC scholarship contract on 29 May 1980, in order to attend active duty...
