         IN THE CASE OF:

         BOARD DATE: 4 April 2002
         DOCKET NUMBER: AR2002069519

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

Mr. Carl W. S. Chun Director
Ms. P. A. Castle Analyst

The following members, a quorum, were present:

Mr. Arthur A. Omartian Chairperson
Mr. Roger W. Able Member
Ms. Karen Y. Fletcher Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
records
Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.

2. The applicant requests that her enlistment contract be corrected to show she enlisted for the pay grade of E-3.

3. The applicant states, in effect, that her enlistment contract erroneously shows she enlisted for the pay grade of E-4.

4. The applicant’s Enlistment/Reenlistment Contract, DD Form 4/3, item 21a erroneously shows she enlisted for the pay grade of E-4.

5. In support of her request the applicant submits a memorandum for record from the U. S. Army Recruiting Command Liaison (USAREC) confirming that the pay grade on her contract should be the pay grade of E-3.

CONCLUSIONS :

1. There is an administrative error on the applicant’s DD Form 4/3. The evidence of record shows she enlisted for the pay grade of E-3, not E-4.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION :

That all of the Department of the Army records related to this case be corrected by changing the applicant’s DD Form 4/3 dated 15 January 2002, item 21a to show she enlisted for the pay grade of E-3.
