2. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected by: replacing the military occupational specialty (MOS) currently reflected in Block 11 (77F10 - Petroleum Supply Specialist) with MOS 11H1PM (sic) - Heavy Anti-Armor Weapons Airborne Infantryman; adding the Presidential Unit Citation (PUC) to Block 13; and adding the Bradley Gunner Course and Urban Assault Course to Block 14.
3. The applicant states that he was an airborne infantryman, not a petroleum supply specialist. He did not realize the error until August 2001 when he completed an application for employment with the FBI (Federal Bureau of Investigation). He submits a copy of his DD Form 214 in support of his request.
4. The applicant’s military records show that he enlisted in the Regular Army for 4 years on 29 June 1988 in career management field (CMF) 11 (Infantryman). Upon completion of all required military training, he was awarded MOS 11H10 (Heavy Anti-Armor Weapons Infantryman) and was sent for airborne training. He successfully completed airborne training and was awarded a Parachutist Badge and the “P” special qualification identifier, for airborne. Thus, his MOS became 11H1P (Heavy Anti-Armor Weapons Airborne Infantryman).
5. Following the completion of all training, the applicant was assigned to the 4th Battalion, 12th Infantry Regiment, 8th Infantry Division, located in Germany. He spent his entire enlistment in this unit. He was returned to the United States and honorably discharged at Fort Dix, New Jersey, on 28 June 1992. He had 4 years of creditable military service. His DD Form 214 incorrectly listed his MOS as “77F10 Petroleum Supply Sp -- 3yrs-9 mos.”
6. The applicant's Official Military Personnel File (OMPF) shows that he completed a 1-week Bradley Fighting Vehicle Transition Training Course on 6 January 1992. There is no evidence available to indicate that he completed an Urban Assault Course.

Army Regulation 600-8-22 (Military Awards) sets forth Department of the Army criteria, policy and instructions concerning individual military awards, the Good Conduct Medal, service medals and service ribbons, combat and special skill badges and tabs, unit decorations, and trophies and similar devices awarded in recognition of accomplishments. It provides, in pertinent part, that the Presidential Unit Citation (known as the Distinguished Unit Citation until 3 November 1966) is awarded as a unit decoration for extraordinary heroism in action. A unit must display such gallantry, determination and esprit de corps in accomplishing its mission as would warrant award of the Distinguished Service Cross to an individual.
8. Army Regulation 635-5 establishes the policies and procedures for completion and distribution of the DD Form 214. In pertinent part, it states that Block 14 (Military Education) will list formal in-service training courses successfully completed during the period of service covered by title, length in weeks, and month and year completed. This information is to assist the soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed.
CONCLUSIONS:
1. The applicant enlisted in the military for CMF 11 and he served in MOS 11H1P during the entire time that he was on active military duty. Therefore, he is entitled to have Block 11 on his DD Form 214 corrected to show that MOS 11H1P (Heavy Anti-Armor Weapons Airborne Infantryman) is his MOS.
2. The applicant's military education is appropriately shown in Block 14 of his DD Form 214. There is no evidence that indicates that he completed an Urban Assault Course. However, if he did complete the course it would not be shown on his DD Form 214. Training courses for combat skills are not listed on the DD Form 214. Therefore, neither the Urban Assault Course nor the Bradley Gunner Course is authorized to be shown.
3. In order to have the PUC entered on his DD Form 214, the applicant must have served with a unit during the actual period of time for which it was cited for the award. No units were awarded the PUC during the period of the applicant’s enlistment; therefore, he could not have qualified for permanent entry of that award on his DD Form 214.
4. In view of the foregoing, the applicant’s records should be corrected, but only as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by issuing to the individual concerned a DD Form 215 (Correction to DD Form 214) to show in Block 11 of his DD Form 214 "77F10 PETROLEUM SUPPLY SP" has been deleted and “11H1P HV ANTI-ARMOR WPN AIRBORNE INFANTRYMAN -- 3 YRS - 9 MOS//NOTHING FOLLOWS.” has been added.
2. That so much of the application as is in excess of the foregoing be denied.
