2. The applicant requests, in effect, that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show in block 11 that he was awarded a military occupational specialty (MOS), in block 13 that he is authorized the Army Service Ribbon and in block 14 that he finished advanced individual training (AIT) by completing an MOS producing course.
3. The applicant states that when he was separated for hardship he was not asked about his training.
4. The applicant’s military records show that he entered active duty on 25 October 2000, completed training and was awarded MOS 77F10 by Combined Arms Support Command and Fort Lee, Virginia on orders number
046-00234. A course completion certificate shows that he completed the Petroleum Supply Specialist Course between 22 January and 23 March 2001. He was discharged as a private (E-2) on 2 May 2001 due to hardship.
5. Department of the Army Pamphlet 351-4 shows the Petroleum Supply Specialist Course lasts for 9 weeks and 1 day.
6. Army Regulation 600-200 provides the policies for the enlisted personnel management system. In pertinent part, an MOS will be awarded upon qualification in an MOS, completion of MOS training by an Army service
school or training activity or upon successful completion of on-the-job training. All awards of an MOS are to be announced in published orders.
7. Army Regulation 672-5-1 states, in pertinent part, that effective 1 August 1981, an individual is qualified for the Army Service Ribbon after completion of an MOS producing course. The award may be granted retroactively to those who qualified prior to 1 August 1981 only if they had an active Army status after that date.
CONCLUSIONS:
1. The applicant completed the 9-week Petroleum Supply Specialist Course and was awarded MOS 77F10 by orders. This qualified him for the Army Service Ribbon. He is entitled to have this information reflected on his DD Form 214.
2. In view of the foregoing findings and conclusions, correcting the applicant’s records as recommended below would correct an error.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by correcting the DD Form 214 of the individual concerned to show the following:
a. in block 11, “Petroleum Supply Specialist, 77F10, 0 years, 1 month”;
b. in block 13 “Army Service Ribbon;” and
c. in block 14 “Petroleum Supply Specialist Course, 9 weeks, March 01”.
