         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Report of Transfer or Discharge, DD Form 214, be amended to show he completed Military Police training, the Teletypewriter Equipment Repair course, and Emergency Medical Care training.

3. The applicant makes no additional statement. He provides two certificates of training and a diploma to show he completed the above training/courses.

4. The applicant’s military records show that he enlisted in the Regular Army on 24 April 1964. He completed basic combat training and advanced individual training and was awarded military occupational specialty (MOS) 951.0 (Military Policeman). He later attended the Teletypewriter Equipment Repair course and was awarded MOS 33J (Teletypewriter Repairman). While at Vint Hill Farms Station, Warrenton, VA he attended Emergency Medical Care training.

5. On 23 April 1968, the applicant was released from active duty. His DD Form 214, item 25 indicates that he completed the Military Police and Teletypewriter Repair courses.

6. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation in effect at the time prescribed that item 25 would list all installation training courses (qualification courses), military correspondence courses, and off-duty courses the enlisted person successfully completed during the period covered by the DD Form 214 being prepared. Place of attendance or length of course was not specifically required to be listed.

CONCLUSIONS:

1. The applicant’s DD Form 214 already lists the Military Police and Teletypewriter Repair courses. In accordance with the regulatory guidance in effect at the time, the Emergency Medical Care Training course also qualified for entry on his DD Form 214.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

1. That the applicant’s DD Form 214, item 25 be amended to add “Vint Hill Farms Station, Warrenton, VA/May 1967/Emergency Medical Care.”


2. That so much of the application as is in excess of the foregoing be denied.
