         DOCKET NUMBER: AR2001056818

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual.

Mr. Carl W. S. Chun Director
Mr. Walter Avery, Jr. Analyst

The following members, a quorum, were present:

Mr. Raymond V. O'Connor Chairperson
Mr. Eric N. Andersen Member
Mr. Thomas E. O'Shaughnessy Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
records
Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.

2. The applicant requests in effect, that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show military occupational specialty (MOS) 51N20, Water Supply Specialist.

3. The applicant states that his DD Form 214 should reflect MOS 51N20.

4. The applicant’s military records show that he entered on active duty in the Regular Army on 25 May 1970. He was awarded primary MOS (PMOS) 51N, achieved the grade of specialist, and was separated on 14 April 1972.

5. An order issued on 29 January 1971 indicates that the applicant’s PMOS 51N20 was withdrawn, and that he was promoted in and awarded PMOS 51J30.

6. US Army Republic of Vietnam Form 137-R, dated 23 September 1971, indicates the applicant’s primary MOS was 51J30, however, his duty MOS was 51N20.

7. AR 635-5, provides, in pertinent part that the DD Form 214 may reflect the titles of all MOS in which the soldier served at least one year.

CONCLUSIONS:

1. The evidence available indicates that the applicant served at least one year in MOS 51N, which meets the regulatory criteria to have it reflected on his DD Form 214.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by:

         a. adding MOS 51N20, Water Supply Specialist to the DD Form 214 of the individual concern; and

b. issuing a correction to his DD Form 214 reflecting the above MOS.
