         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Verification of Military Experience and Training (DD Form 2586) form be corrected to show that he completed the Basic Noncommissioned Officers Course (BNCOC).

3. The applicant, in effect, states that the absence of an entry that shows he completed the Heavy Antiarmor Weapons Infantryman BNCOC on his DD Form 2586 has adversely affected his application to a university.

4. The applicant’s military records show that he last entered on active duty on 16 May 1977, was trained as a heavy antiarmor weapons infantryman and a fighting vehicle infantryman, achieved the rank of staff sergeant, and was honorably separated for retirement on 31 May 1997.

5. His DD Form 214, Certificate of Release or Discharge from Active
Duty, reflects that he completed the BNCOC in January 1981.

6. A Service School Academic Evaluation Report reflects that the applicant completed the 11H (Heavy Antiarmor Weapons Infantryman) BNCOC on 12 June 1981.

7. The Defense Manpower Data Center provides each separating soldier a DD Form 2586. The form reflects a soldier’s military job experience, training history and civilian equivalent job titles. Its purpose is to help service members receive academic credit for their military training and experience. The American Counsel on Education provides course and occupation evaluations, with recommendations for academic course credit. The American Counsel on Education has approved the use of the DD Form 2586 for presentation to institutions of higher learning for consideration for academic course credit. Information reflected on the form is provided from various active duty databases.

CONCLUSIONS:

1. The applicant’s record shows that he completed the Heavy Antiarmor Weapons Infantryman BNCOC in January 1981. Therefore, it would be appropriate to reflect his completion of that course on his DD Form 2586.

2. The applicant, a retiree, can not access the active duty databases that amend the DD Form 2586 causing his appeal to this Board.







3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by reflecting that the individual concerned completed the Heavy Antiarmor Weapons Infantryman BNCOC in January 1981 on his DD Form 2586.
