2. The applicant requests, in effect, that his DD Form 214, Certificate of Release or Discharge From Active Duty and the Department of Defense Computer Systems files be corrected to reflect his military education.
3. The applicant, in effect, states that his records do not reflect that he completed the individual Infantry Training Course, the Airborne Course and the Ranger Indoctrination Program.
4. The applicant’s military records are not available. The applicant provided the documents reviewed below:

His DD Form 214 reflects that he was discharged on 19 June 2000, in pay grade E-1, under the provisions of Army Regulation 635-200, Enlisted Personnel, chapter 10, for the good of the service in lieu of trial by court-martial with a discharge under other than honorable conditions. He had completed a total of 1 year, 3 months and 12 days of creditable active service and had lost time for the period 20 October to 28 November 1999.
6. On 12 March 1999, orders were issued awarding the applicant primary military occupation specialty (MOS) 11B, infantryman, effective 13 May 1999.
7. A diploma issued by the Infantry Training Brigade reflects the applicant successfully completed individual infantry training from 5 February to 14 May 1999.
8. On 7 June 1999, orders were issued awarding the applicant the Parachutist Badge and on 18 June 1999, he received a diploma from the Infantry Training Brigade reflecting that he successfully completed the Airborne Course.
9. On 18 July 1999, orders were issued reflecting that the applicant graduated from the Ranger Indoctrination Program.
10. Army Regulation 635-5, Separation Documents, prescribes the policies and procedures for the completing the DD Form 214. It instructs that the purpose of the information listed in item 14, Military Education, is to assist the soldier in job placement and counseling.
11. The Defense Manpower Data Center provides each separating soldier a DD Form 2586, Verification of Military Experience and Training. The form
reflects a soldier’s military job experience, training history and civilian equivalent job titles. Its purpose is to help service members receive academic credit for their military training and experience. The American Council on Education provides course and occupation evaluations, with recommendations for academic course credit. The American Council on Education has approved the use of the DD Form 2586 for presentation to institutions of higher learning for consideration for academic course credit. Information reflected on the form is provided from various active duty databases.
CONCLUSIONS:
1. The applicant’s record shows that he completed the Infantry Advanced Individual Training course, the Airborne Course and the Ranger Indoctrination Program. While not required by regulation, the Board finds it would be appropriate to reflect his completion of these courses on his DD Form 214.
2. His records reflect he was awarded primary MOS 11B, infantryman and the Parachutist Badge. It would be appropriate therefore, to correct his DD Form 214 to reflect that his primary MOS was 11B1P, to indicate that he was a qualified infantryman and a parachutist, and to reflect that he was awarded the Parachutist Badge.
3. Upon separation, the applicant should have been presented a DD Form 2586 reflecting his military training. A veteran, once separated, cannot access the active duty databases that produce this report or amend the DD Form 2586, therefore, it would be appropriate for the Board to request the foregoing corrections.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by:
a. showing that the individual concerned was awarded primary MOS 11B, completed individual infantry training, airborne training and the Ranger Indoctrination Program;
b. showing he was awarded the Parachutist Badge; and
c. requesting the Defense Manpower Data Center to update its records and issue the applicant a DD Form 2586 reflecting these corrections.
