         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military

         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to show he was awarded the Army Achievement Medal, the Sharpshooter Badge with Rifle Bar, the Expert Badge with Grenade Bar, the Sharpshooter Badge with Pistol Bar, and the Sharpshooter Badge with Tow Missile Bar and to show he attended the Special Weapons School, military occupational specialty (MOS) 11H (Heavy Antiarmor Weapons Infantryman).

3. The applicant states that his DD Form 214 is incomplete.

4. The applicant’s military records (fiche) show that he enlisted in the Regular Army on 29 June 2000. His Personnel Qualification Record, DA Form 2-1, shows he completed 14 weeks of 11B (Infantryman) training. He completed 2 weeks of 11H training. He did not complete 3 weeks of an unidentified course (but most likely airborne training) at the U. S. Army Infantry School.

5. The applicant’s DA Form 2-1, item 9 contains the entries “Rifle M-16…Qualification Badge” and “Hand Grenade …Qualification Badge.”

6. On file in the applicant’s OMPF are Permanent Orders 310-301, Headquarters, U. S. Army Infantry School dated 5 November 2000 awarding him the Parachutist Badge effective 17 November 2000 for successful completion of airborne training. However, a Statement of Medical Examination and Duty Status, DA Form 2173, dated 19 April 2001 indicates the applicant broke his right lower leg while on airborne training.

7. On 11 August 2001, the applicant was separated by reason of a physical disability. His DD Form 214, item 13 shows he was awarded the Army Service Ribbon, the Marksman Marksmanship Qualification Badge with Rifle Bar and the Marksman Marksmanship Qualification Badge with Grenade Bar and item 14 shows he had no military education.

8. The applicant was awarded the Army Achievement Medal on Permanent Orders 227-01, 10th Mountain Division dated 13 August 2001.

9. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part, it states that item 14, military education, of the DD Form 214 will contain in-service training courses successfully completed during the period of service covered by the DD Form 214. The information is to assist the member after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.


CONCLUSIONS:

1. The evidence of record shows the applicant was awarded the Army Achievement Medal.

2. There is no evidence of record and the applicant provides none to show he was awarded a weapons qualification badge. However, the Board will not take action to delete the two entries shown on his DD Form 214.

3. The applicant’s 2-week 11H training course was a combat skills course and so was properly not entered on his DD Form 214.

4. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

1. That the applicant’s DD Form 214 be amended to add the Army Achievement Medal.

2. That so much of the application as is in excess of the foregoing be denied.
