2.  In effect, the applicant requests that his record reflect that he was advanced to pay grade E-2 during his Army service.   

3.  The applicant enlisted in the Army Reserve for six years on 17 March 1973.  He was ordered to active duty for training (ADT) with a reporting date to Fort Dix, New Jersey, of 23 October 1973.  Orders show that the applicant was assigned to a basic training unit at Fort Dix on 
29 October 1973.  His pay grade is shown as E-2.

4.  The applicant completed four weeks of basic training and was then attached to a special training company for remedial training.  During the 30 days he spent with this company, he failed to achieve a passing score on the physical training test, and was recommended for elimination from the Army.  

5.  The applicant’s commanding officer recommended that the applicant be eliminated from the Army due to the applicant’s lack of aptitude for physical training.  The applicant was discharged on 24 January 1974.  His pay grade on his DD Form 214 (Report of Separation from Active Duty) is shown as E-1. He had 3 months and 2 days of active service, and 7 months and 6 days of prior inactive service.

6.  Army Regulation 140-158, then in effect, provides for the promotion of Army Reserve enlisted personnel.  Paragraph 3-7 of that regulation states, in part, that a member will be advanced administratively to pay grade E-2 upon completion of 4 months’ service.  Advancement will be accomplished by the custodian of the member’s personnel records without regard to unit vacancy. 

CONCLUSIONS:

1.  The applicant should have been advanced to pay grade E-2 on 16 July 1973, the date he completed 4 months’ of service. His pay grade upon reporting to basic training, in fact, is shown as E-2.  

2.  In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.


RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was advanced to pay grade E-2 on 16 July 1973, and that his DD Form 214 be corrected to reflect that grade.
