2. The applicant requests that his DD Form 214, Report of Transfer or Discharge, be corrected to reflect that he was awarded the Army Commendation Medal (ARCOM) and show his correct Military Occupational Specialty (MOS).
3. He states that he was awarded the ARCOM for service in Vietnam but it is not shown on his DD Form 214. He contends also that the DD Form 214 lists his MOS as 71B (Clerk Typist) and he has never been a clerk typist.
4. His military records show that he was inducted on 7 December 1965 and completed basic training at Fort Gordon, Georgia. Upon completion of basic training, he was awarded MOS 71B and reassigned to Fort Carson, Colorado. He subsequently spent 10 months and 5 days in Vietnam where he contends he was a driver, door gunner and worked in the intelligence section of battalion headquarters. He was honorably discharged on 7 December 1967.
5. His military records contain a copy of a general order issued by the 1st Cavalry Division indicating that he was awarded the ARCOM for meritorious service in Vietnam. His enlisted qualification record and other documents in his file indicate that MOS 71B was the only primary MOS awarded to him.
6. Army Regulation 635-5, the regulation governing preparation of DD Form 214, pertinently provides that the primary MOS and any additional MOSs served for a period of 1 year or more, during a soldiers continuous active military service will be listed on the DD Form 214.
CONCLUSIONS:
1. Orders contained in the applicants military records authenticate that he was awarded the ARCOM and it should, therefore, be reflected on his DD Form 214.
2. Despite his contention, there is no evidence to show that he was ever awarded a primary MOS other than 71B during his service. While he may have served in other MOSs on a duty basis they do not satisfy the qualification requirements for entry on the DD Form 214.
3. In view of the foregoing, his records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the ARCOM for meritorious service in Vietnam.
2. That so much of the application as is in excess of the foregoing be denied.
