2. The applicant requests that her date of rank (DOR) for promotion to Private First Class (PFC) be backdated to 8 September 1995 and she be paid any back pay due as a result of this adjustment.
3. She states, in effect, that she has submitted the necessary documentation to support the adjustment to the DOR she requests.
4. The applicant enlisted in the Regular Army on 8 September 1995. At the time of her enlistment she apparently did not have the proper documentation to prove that she had completed over 60 semester hours of college credits, which would have entitled her to enlistment in the grade of PFC.
5. Subsequent to her enlistment she furnished the necessary documentation of her college credits to her commander who authorized her advancement to PFC with a DOR of 8 September 1995. However, the commanders request cited the incorrect authority for her advancement to PFC.
6. Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides in pertinent part, that when an applicant lacks documentation for promotion at the time of enlistment, the DOR will be the date the commander authorizes the promotion.
CONCLUSIONS:
1. The applicant has provided the proper documentation to support her advancement to PFC effective 8 September 1995. Accordingly, her DOR should be adjusted to that date and she should receive all back pay and allowances effective as of that date.
2. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected:
a. by showing that the individual concerned was enlisted in the grade of PFC with a DOR of 8 September 1995; and
b. by showing that she is authorized to receive any and all back pay and allowances due her since 8 September
1995.
