2. The applicant requests correction of his military record to reflect that he was awarded the Army Commendation Medal (ARCOM).

3. He states that the ARCOM is not listed in the decorations and awards block of his DD Form 214, Release from Active Duty. However, the award is supported by a copy of a signed certificate reflecting the permanent order number and date it was approved.

4. The award covers a period during which the applicant was a member of the 1st Cavalry Division, but was not approved until after he had separated from the service and, therefore, does not appear in his records.

5. Army Regulation 600-8-22 provides, in pertinent part, that the ARCOM is awarded to any member of the Armed Forces of the United States, while serving in any capacity with the Army, who distinguishes himself by heroism, meritorious achievement or meritorious service. The award may be made to any individual recommended for the award.

CONCLUSIONS:

1. The evidence shows that the applicant was awarded the ARCOM. Accordingly, the award should be reflected in his records.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the ARCOM for meritorious service in 1991.

BOARD VOTE:

The applicant requests, in effect, that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show the Army Commendation Medal (ARCOM) with third Oak Leaf Cluster (3rd OLC). The applicant’s official records contain orders for the first three awards of the ARCOM. The available evidence is sufficient to support that he was awarded the ARCOM (3rd OLC); therefore, it would be appropriate to correct his DD Form 214 to show these awards at this time.

His military record does not contain any document or orders to show he was ever recommended for or awarded the ARCOM. Although the evidence of record does not contain the official order which announced the applicant's ARCOM, the facts which formed the basis for this award reflected in his Korean service, unit assignment, and duty performance in four different duty positions are corroborated by the evidence of record. Accordingly, his record should be corrected at this time to show this award.
