2. The applicant requests that his record be corrected to reflect that he was awarded the Army Commendation Medal (ARCOM).

3. He states that the addition of the ARCOM to his DD Form 214, Certificate of Release from Active Duty, is necessary to make his military record accurate and complete. In support of his request, he provides a copy of an ARCOM certificate naming him as the recipient.

4. His military records show that he was commissioned a second lieutenant, signal corps, and entered active duty on 9 September 1987. He served 2 years, 2 months and 21 days in the 32d Army Air Defense Command, US Army Europe before being released from active duty to the USAR on 15 September 1990 to complete his military service obligation.

5. There are no other documents in the record, to indicate that he was awarded the ARCOM. However, his record reflects that he was assigned to the 32d Army Air Defense Command during the period shown on the ARCOM certificate. Furthermore, the award certificate appears to be a legitimate document not showing any sign of changes or alterations.

6. Army Regulation 600-8-22 provides, in pertinent part, that the Army Commendation Medal is awarded to any member of the Armed Forces of the US, while serving in any capacity with the Army, who distinguishes himself by heroism, meritorious achievement or meritorious service. The award may be made to any individual recommended for the award.

CONCLUSIONS :

1. While there is no documentation elsewhere in the record to support that he had been awarded the ARCOM, his assignment during the period in question coincides with dates reflected on the ARCOM certificate and tends to indicate that the ARCOM was rightfully awarded to him.

2. In view of the foregoing, the applicant’s record should be corrected as indicated below.
RECOMMENDATION :

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the ARCOM for meritorious service.
