AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE		 CASE NUMBER

FD-2013-00559

GENERAL: The applicant appeals to change the reason and authority for the discharge and to change the reenlistment code.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDING: The request to change the reason and authority for discharge and to change the reenlistment is denied.

ISSUE: Applicant received an Honorable discharge for Conditions That Interfere With Military Service: Metal Disorders -Adjustment and Personality Disorders

Applicant submitted no issues regarding the inequity or impropriety of his discharge. The applicant does contend the narrative reason for his separation, personality disorder, and the reenlistment code 2C, have created a personal hardship due to the fact these codes bar him from reentering the military. Additionally, he provided documentation from the Veterans Administration stating that his 10% disability rating for adjustment disorder has been reduced to a 0% disability rating based on the VA's determination that his adjustment disorder is in full remission. The record indicates the applicant was seen in the Life Skills Support Center (LSSC) from August 2004 until the time of his discharge. He was diagnosed with Adjustment Disorder with Mixed Anxiety, Depressed Mood and Partner Relational Problems. His LSSC provider concluded that that he suffered from a severe adjustment disorder and personality disorder that limited his ability to function effectively in the USAF and recommended to the applicant's commander he be discharged. The commander concurred and the applicant was properly discharged on 10 February 2006. After a complete and thorough review of the records and the evidence submitted by the applicant, the Board concluded the discharge was appropriate' based on the information known at the time of discharge.

The DRB was pleased to see that the applicant was doing well and has a good job. However, no inequity or impropriety in his discharge was suggested or found in the course of the hearing. The Board concluded the misconduct of the applicant appropriately characterized his term of service.

CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.
