AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE FD-2008-00278
GENERAL: The applicant appeals for upgrade of discharge to honorable, to change the reason for
discharge and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge, change reason for discharge and change of the reenlistment code are
denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE:
Applicant submitted no specific issues contending the inequity or impropriety of her discharge, but requests
that her discharge be upgraded because she is considering rejoining the military. The record indicates that
the applicant received two Article 15s for being absent without leave, with intent to deceive make a false
official statement, willfully/wrongfully damage property belonging to a fellow airman, and stealing a Bank
of America debit card belonging to Amn and misappropriated food, gas, and other items with same said
card. After thorough review of the record, the Board found no evidence that would warrant an upgrade of
the discharge, reason for discharge or the reenlistment code. ;
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

The Board noted the issue was common result of miscommunication, at the time of discharge, when the applicant is briefed that their discharge will automatically be upgraded after six months.
