GENERAL: The applicant appeals for change the reason and authority for the discharge, and to change the
reenlistment code.
'The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Applicants request to change of reason and authority for discharge and change of reenlistment
code are denied.
The Board finds that neither the cvidcnce of record nor that provided by the applicant substantiates an
inequity or in~propriety that would justify a change of discharge.
ISSUE:
Although not explicitly stated, applicant contends his discharge was inequitable because it was too harsh.
Applicant has expressed a desire to have the reason and authority and the reenlistment code changed so that
he may reenlist into the armed forces. The records indicated the applicant received an honorable discharge
for conditions that interfere with military service - mental disorders/adjustment disorders. The DRB
reviewed documentation available from applicant's record and determined the reason and authority received
by the applicant was found to be appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion or the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no Icgal or equitable basis for
change of the reason and authority or rec~ilistment code, thus the applicant's discharge should not be
changed.

Issue 1: The RE Code received is inequitable because my discharge was an
Honorable voluntary. 1 would like it changed from 2C to a code that will allow
me to enter the Air National Guard. The code may have been based on one
incident in almost a year of service with no other adverse action. I would like

SUBJECT: Notification Memorandum
1, I am recommending your discharge fkom the United States Air Force for Conditions That
Interfere With Military Service: Mental Disorders - Adjustment Disorder. The authority for this
action is AFPD 36-32 and AFI 36-3208, paragraph 5.1 1.9.3. If my recommendation is approved,
your service will be characterized as Honorable.
2. My reason for this action is:
On 30 Apr 04, you voluntarily went for an emergency appointment at the Life !3@3!s-Support
Center for depression with suicidal ideation. You were evaluated by Capt; ------_------------ j
Ph.D, Clinical Psychologist, Behavioral Health Services Element, 6th Medical Operations
Squadron who determined based on his evaluation and your psychological history that immediate
psychiatric hospitalization was in your best interest, You were then admitted to Memorial
Hospital for your own safety and further evaluation. You missed three (3) days of work due to
your hospitalization. You were released on 4 May 04. On the day of your discharge, at
approximately 1730 hours, you called your supervisor and informed him you were having
trouble dealing with some news from home. After meeting with you, your supervisor decided to
stay in billeting with you so you would not have to be alone. On 5 May 04, you were taken to
the base emergency room for ----------
throwing up and chest pains. After leavhg the emergency room,
you were again seen by Capt l- - - - - - - - --:at Life Skills. Your evaluation revealed that you suffer
fkom the following disorders: Axis I: 309.0, Adjustment Disorder with Depressed Mood; Axis
11: V799.9, Deferred; Axis 111: History of Tension Headaches and Supraventricular
Tachycardia. Capt: ----------- :determined that your personality disorder is so severe that your
ability to function in the military environment is significantly impaired and recommends that you
be separated from the United States Air Force as soon as possible in accordance with AFI
44-1 09. Your condition does not require a medical evaluation board (Tabs A & B).

3, Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander exercising SPCM jurisdiction or a higher
authority will decide whether you will be discharged or retained in the United States Air Force.
If you are discharged, you will be ineligible for reenlistment in the Air Force and any special
pay, bonus, or education assistance funds may be subject to recoupment. The separation
authority will make the findings and recommendations required under 10 U.S.C. Section
2005(g).
