AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE
CASE NUMBER
FD-2005-00179
GENERAL: The applicant appeals to change the reason and authority for the discharge.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Change of reason and authority for discharge is denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE: Applicant contends that it would be easier for her to find a job if the reason and authority for
discharge is changed from "Personality Disorder" to "Secretarial Authority". The records indicate that the
applicant was discharged with an Honorable discharge for Personality Disorder. The Board was sympathetic
to the applicant's difficulty in procuring employment, but found no instance of impropriety or inequity on
which to base a change in reason and authority for discharge.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

Block 6. Issues: Why an upgrade or change is requested and justification for the request:
I was discharged from the Air Force on August 23,2004 and given an honorable
discharge. I am requesting that the narrative reason for separation be changed. The
narrative reason for discharge currently reads "Personality Disorder". I am requesting it
be changed to Secretarial Authority with a Separation code of "JFF".
It is obvious I was having some severe problems while in the Air Force. I was under
some severe stress and this affected my behavior. Since my discharge I have worked
very hard on my problems and am now living a normal life. Once I was able to cope with
the stressful situations I was experiencing things began to turn positive.
The reason I am requesting the change in the narrative reason for discharge and
separation code is so I will have a better chance in the job market. Finding employment
in today's job market is difficult at best. Many employers request a copy of your Report
of discharge. Once they read the narrative reason for discharge they hesitate to hire
someone with potential personality disorders.
My service in the Air Force was honorable and I am only asking for this minor change so
that I may be competitive in today's job market. Please consider my request a ~ d make
the requested changes.
With the positive changes I have made in my life and learning to cope with my problems
I hopefully have a bright future. My only problem now is finding suitable employment
because of the notation on my DD Form 214. Please assist me by making the requested
changes.

MEMORANDUM FOR S
FROM: 347 MDSSICC
SUBJECT: Notification Memorandum
1. I am recommending your discharge from the United States Air Force for Conditions That
Interfere With Military Service: Mental Disorders - Personality Disorder. The authority for this
action is AFPD 36-32 and AFI 36-3208, paragraph 5.1 1.9.1. If my recommendation is approved,
your service will be characterized as an Honorable Discharge.
2. My reason for this action is:
a) You recently received a psychiatric evaluation at Moody Air Force Base, GA, by Clinical
Clinical Psychologist, which revealed that you
Psychologist, Dr. (Capt
are suffering from a primary diagnosis of Borderline Personality Disorder (Axis 11) as well
as Adjustment Disorder with Mixed Anxiety and Depression (Axis I), Non-contributory
(Axis m), and Maladjustment to current social and occupational situation (Axis IV) (Atch
lc). You were admitted to Greenleaf Psychiatric Hospital, Valdosta, GA for elicited
suicidal ideation.
b) On 23 Jul2004, you were transferred to Psychiatry Ward 4SW, Naval Hospital
Jacksonville for further treatment. During your evaluation with D
psychiatrist, you stated you experienced fleeting suicidal ideation for the last month or
two. You also admitted at least four episodes in your life to harm yourself as well as a
history of wrist cutting and self-mutilating behaviors (Atch 1 a). Dr. Ryrnn concluded that
your condition is deemed unsuitable for continued military service (Atch lb). Dr. Hatfield
recommends military separation.
c) Furthermore, you condition has severely impaired your performance in the unit and has
adversely affected the unit mission. In fact, your disorder is so severe that your ability to
function effectively in the military environment has been significantly impaired; findings
of which are outlined in my memorandum dated 3 Aug 04 (Atch Id).
3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander exercising SPCM jurisdiction or higher authority
will decide whether you will be discharged or retained in the United States Air Force. If you are
discharged, you will be ineligible for reenlistment in the Air Force and any special pay, bonus, or
education assistance funds may be subject to recoupment. The separation authority will make the
findings and recommendations required under 10 U.S.C. Section 2005(g).
