GENERAL:  The applicant appeals for a change to the reason and authority for the discharge. 

The applicant was offered a personal appearance before the Discharge Review Board ( D M )  but declined to 
exercise this right. 

I The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.  I 
I FINDINGS:  Change of reason and authority for discharge is denied. 

The  Board  finds that  neither  the  evidence  of  record  nor  that  provided  by  the  applicant substantiates an 
inequity or impropriety that would justify a change in the reason and authority for discharge. 

ISSUE:  Applicant does not contest her discharge.  She states that she would like to receive the GI Bill and 
the reason and authority was holding her back.  The records indicated the applicant received an Honorable 
discharge for Unsatisfactory Performance, specifically for failing her CDC course twice.  In addition she 
also received an Article 15 for writing bad checks and a Letter of Reprimand for repeatedly lying to her 
supervisor and others about having appointments in order to obtain two days unauthorized absence from 
duty.  The Board concluded the characterization received was found to be appropriate along with the reason 
and authority for discharge.  The applicant cited her desire to receive the G.I. Bill benefits as justification for 
upgrade.  The DRI3 noted that when the applicant applied for these benefits, she signed a statement (DD 
Form 2366) that she understood she must receive an Honorable discharge to receive future educational 
entitlements.  Since the applicant did receive an Honorable discharge, the Board encourages the applicant to 
reapply for her GI Bill benefits and show the VA that-her reason and authority for discharge were for failure 
to pass her CDC. 

CONCLUSIONS:  The  Discharge  Review  Board  concludes that  the  discharge  was  consistent  with  the 
procedural  and  substantive requirements  of the  discharge  regulation  and  was  within  the  discretion of  the 
discharge authority and that the applicant was provided full administrative due process. 

In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for 
upgrade of discharge, thus the applicant's discharge should not be changed.

my GI bill benefits, yet I have been denied my benefits due to the narration 
line on my DD214.  My separation was voluntary under the condition the (sic) my

1. I am recommending your discharge from the United States Air Force for failure to progress in 
on-the-job training (OJT).  The authority for this action is AFPD 36-32 and AFI 36-3208, 
paragraph 5.26.3.  If my recommendation is approved, your service will be characterized as 
either honorable or general.  I am recommending that your service be characterized as honorable. 

2.  My reasons for this action are: 

(a)  On 25 Feb 04, you failed to meet the minimum passing score of 65% for the first time on 

your Career Development Course (CDC) End of Course (EOC) examination by scoring 43% 
(Attachment 2). 

(b)  On 19 May 04, you failed to meet the minimum passing score of 65% for the second time 
on your Career Development Course (CDC) End of Course (EOC) examination by scoring 61%. 
The second failure terminated your enrollment in your CDC (Attachment 6).

(a)  Between 9-1 8 Sep 02, you provided false official statements to your supervisor: and other 

senior no~commissioned officers about having military appointments that interfere with your 
military duty, to obtain two days unauthorized absence from duty.  For your dishonesty and 
deceit you received a Letter of Reprimand (LOR), dated 19 Sep 02 (Attachment 1). 

(b)  Between 10-12 January 2004, you wrote several checks from an account which had 

insufficient h d s .  For your misconduct, you received Article 15 punishment, dated 21 Apr 04, 
consisting 'of a suspended reduction to airman, suspended forfeiture of $668.00 pay per month 
for 2 months, and 30 days extra duty.  This Article 15 established an Unfavorable Information 
File (Attachment 5 & 11). 

(c)  On 1 Apr 04, you received an LOR for failing your Career Development Course (CDC) 

End of Course (EOC) examination.  Although the LOR states the action was taken for the second 
CDC failure, it is obvious due to the date of the LOR the action was taken for the first CDC 
failure (Attachment 4). 

4.  Copies of the documents to be forwarded to the separation authority in support of this 
recommendation are attached.  The commander exercising SPCM jurisdiction or a higher 
authority will decide whether you are discharged or retained in the Air Force, and if you are 
discharged, how your senice will be characterized. If you are discharged, you will be ineligible 
for reenlistment in the Air Force, and any special pay, bonus, or education assistance funds may 
be subject to recoupment. 

5.  You have the right to consult legal counsel.  Military legal counsel has been obtained to assist 

you.  I have made an appointment for you to consult 1- 552-3887, at Bldg 10480,

with you the Medical Assessment Letter @D F o b  2697).  You'are to refrain fiom alcohol for 
72 hours, and refrain from the use of tobacco products for 6 hours, prior to examination.  Bring 
eyeglasses (and contact solution if using contacts) if applicable.  You must be in uhiform for
