GENERAL: The applicant appeals for upgrade of discharge to honorable.
The applicant was offered a personal appcarance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors lcading to the discharge.
FINDINGS: Upgrade of discharge is denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates iin
inequity or impropriety that would justify a change of discharge.
ISSUE: Applicant contends discharge was inequitable because he could not pass his Carcer Development
Course (CDC). The records indicated the applicant received four Lettcrs of Reprimand for misconduct. The
misconduct included failure to go on two separate occasions, lying, disobeying an order, dereliction of duty,
reporting to co~nmander with unpolished boots and facial hair, and a positive test for the prescription drug
Adderal. The applicant did not have a prescription for this d n ~ g at the time of drug testing. The records also
showed that the applicant failed his end-of course exam for his CDCs twice. The DRB opined that through
these administrative actions, the applicant had ample opportunities to change his negative bchavior. The
Board reviewed and discussed the applicants CDC testing scores and comments madc by his instructors. The
characterization of the discharge received by the applicant was found to be appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation imd was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

I s s u e 1: I feel that a general discharge is unacceptable for me. I
couldn't pass my career development courses, and was discharged from the
military. I did not fail on purpose, and do not feel I should have the rest of
my life with a derogatory discharge. I plan to live a very successful life, and
knowing I have a general discharge does not sit on my concience (sic) very well.
I would greatly appreciate the upgrade to honorable discharge so I may continue
to lead the successful life that lies ahead of me.

1. I am recommending your discharge from the United States Air Force for Unsatisfactory Duty
Performance: Failure to progress in on-the-job training (OJT). The authority for this action is
AFPD 36-32 and AFI 36-3208, paragraph 5 26.3. If my recommendation is approved, your
service will be characterized as an Honorable discharge or an Under Honorable Conditions
(General) discharge. I am recommending that your service be characterized as an Under
Honorable Conditions (General) discharge
2. My reasons for this action are:
a. On 8 Oct 03, you failed a course exam for Career Development Course 2A754. Your
score of 33 was below the required course passing score of 65. This failure is evidenced
by the Report of Course Examination, dated 10 Nov 03 (Attachment I), and
b. On 10 Nov 03, for a second time, you failed a course exam for Career Development
Course 2A754 Your score of 45 was below the required course passing score of 65. This
failure is evidenced by the Report of Course Examination, dated 22 Dec 03
(Attachment 2).
3 . Other Derogatory Data:
a. On 17 and 18 Aug 04, you failed to go to your appointed place of duty on time. For
this misconduct, you received a Letter of Reprimand, dated 19 Aug 04 (Attachment 10);
b. On 9 Aug 04, you lied to an Noncommissioned Officer. Moreover, you disobeyed a
direct order and derelict in the performance of your duties. For this misconduct, you
received a Letter of Reprimand, dated 12 Aug 04 (Attachment 1 1);
c. On 30 Sep 03, you tested positive for a the prescription drug, Adderal, during a routine
urinalysis test. Jt was shortly disclosed that you had used the drug on multiple occasions
over the course of a month and a half. For this offense, you received a Letter of
Reprimand, dated 21 Apr 04, and an Unfavorable Information File was established, dated
26 Apr 04 (Attachment 12); and
