GENERAL: The applicant appeals for an Honorable Discharge.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.

The attached brief containg'the available pertinent data on the applicant and the factors leading to the
discharge.

FINDINGS: Upgrade of discharge to Honorable is approved.

ISSUE: Applicant cpntends that his discharge was too harsh because it was based on one isolated incident
in 36 months of service. The records indicate the applicant was discharged with a General discharge for
Misconduct — conduct prejudicial to good order and discipline. After a thorough and complete
consideration of the information submitted by the applicant and information contained in the record, the
Board concluded there was sufficient mitigation and extenuation to substantiate upgrade of the discharge.
Members are not normally discharged for DWI and it appears that there was a misunderstanding concerning
the applicant’s departure from the Correctional facility.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

However, in view of the foregoing finding, the Board further concludes that the overall quality of the
applicant’s service is more accurately reflected by an honorable discharge. The Board concluded that the
Reason and Authority of the applicant’s discharge should be changed to Secretarial Authority.

Issue 1: My undesirable discharge was inequitable because it was based on
one isolated incident in 36 months of service.

Issue 2: I had received no discipline other than this in 36 months of
service. I also not only performed well but also exceeded in many things. I
received the Air Force Acheivment (sic) Medal for the first 15 months of
service.

i. I am vecommending your discharge from the United States Air Force for
Conduct Prejudicai to Good Order and Disciptiine. The authority for this
action is AFR 39-10, paragraph 5-47b. If my recommendation is approved, your
service will be characterized as honorabi¥e or general. I am recommending
that your service be characterized as genera’.

2. My reasons for this action are: .

ae On or about # December 88 you operated a vehicle white drunk, as
evidenced by an Articte #5 dated 23December 1988.

b. On or about 23 December 88 you breached correctional custody, as
evidenced by an Articte 5 dated 4% January #989.

Copies of the documents to be forwarded to the separation authority in
support of this recommendation are attached. The commander exercising SPCM
jurisdiction or a higher authority wit! decide whether you wiitt be discharged
or retained in the Air Force, and, if you are discharged, how your service
wilt be characterized. If you are discharged, you witt be ineligible for
reenlistment in the Air Force.

3. You have the right to consult counsel. Military Vega’) counse% has been
obtained to assist you. I have made an appointment for you to consuiit with
