GENERAL: The applicant appeals for a change of the reason and authority for the discharge.

  

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but d
exercise this right.

    
  
 

   

The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge.

FINDINGS: The appeal is denied.

   

failure to perform simple drill and ceremonies, failure to display basic job knowledge, complained
supervisor’s feedback was “total bullshit”, failure to make timely and accurate changes for the cha
command event, substandard performance as an officer, Jack of interest and involvement with flig
operations, and failure to follow work directions. The DRB opined that through all these administfative
actions, the applicant had ample opportunities to change his negative/repetitive behavior. The Bogfd
concluded the disciplinary infractions were a significant departure from the conduct expected of aj military
members, especially an officer. The Board found no evidence of impropriety or inequity in this cafe on
which to base a change of reason or authority.

 
  

   
 
  
    
   
 

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent wit the
procedural and substantive requirements of the discharge regulation and was within the discretion Pf the
discharge authority and that the applicant was provided full administrative due process.

  
    
 

In view of the foregoing findings the board further concludes that there exists no legal or equitable
change of reason for discharge, thus the applicant’s discharge should not be changed.

Issues: The narrative reason for separation with my discharge is inc@rrect
because it does not take into account 5 years and 4 months of honorable a
faithful service it is only based on one incident and the personal opiniog of
one officer which was my supervisor Major -------- . All of his superiors [pnly
concurred due to the fact he was the only one allowed to state facts. I ve no
other adverse actions in the other years of service. My supervisors actu
reporting and supervising period were only from June 2001 to September 20@
which does not allow a fair report. He states his period of report is fr L
April 2001 to 15 Nov 2001 which is untrue. I can show this with Document An
acquisition examiner never concurred with Officer Performance report in s@tion
1X as required by law therefore ‘it should not be taken into consideration [br
valid. I stated to my supervisor that I had chosen not to continue with
military service based on personal reasons and for my family and this was Pphere
there was a incredible decline in my reviews. I have received an honorab
discharge which means I have served exceeding required standards of lduty
performance. My narrative reason of "unsatisfactory performance (sic) do@m not
coincide. I am requesting line 28 of DD Form 214 be changed to "release om
active duty" and honorable discharge on line 24 remain the same.

SUBJECT: Notification of Show Cause Action Initiated Under AFI 36-3206, Chapter Dy
Paragraphs 2.3.1, 2.3.2, 2.3.3, 2.3.4, and 2:3.5.

1. 1 am initiating action against you under AFI 36-3206, chapter 2, paragraphs 2.3.1, 2.3.2, 43.3,
2.3.4, and 2.3.5 that requires you to show cause for retention on active duty. . ’

2. | am taking this action for the specific reasons shown‘in attachment 1. You have shown 1p
improvement in officership, leadership, management, nor technical knowledge skills requiredjof ©
an officer of your grade and position since your arrival in the 412th Maintenance Squadron fipro
the 450th Test Squadron. Despite efforts to improve your professional shortcomings such as
direct guidance from your squadron commander on duties and responsibilities, daily interactijn
with your supervisor including visits to your work area, and interaction and guidance from cq
workers, you have shown neither progress nor the ability to remain an officer or member of
military. The least favorable character of discharge that the Secretary of the Air Force may
approve in this case is under honorable conditions (general). Attached are copies of
documentary evidence supporting this action. a

you wish me to consider. If you are unable to submit your statements or documentary evidel&ce

The recoupment in al] cases is an amount that bears the same ratio to the total amount or qbst
provided to you as the unserved portion of active duty bears to the total period of active duty fhat
you agreed to serve. If you dispute that you are indebted for educational assistance, the boardjof
inquiry, or, if you do not choose or are not entitled to a board of inquiry, an authority appoint@
by AFMC/CC will make findings and recommendations concerning the validity of your
indebtedness. See AFI 36-3206, 4.32 and 4.33, regarding special mules for recoupment. .

d. A statement notifying me whether you intend to apply for retirement or tender your
resignation. If you have applied for retirement or tendered your resignation, attach a copy of fhe
retirement application or the resignation.

e. A statement that the Area Defense Counsel or the Chief, Military Personnel Flight,
explained separation pay to you and that you understand the eligibility criteria to receive
separation pay.

f. Any other pertinent information.
6. Jn response to this notification memorandum, you may, within 10 calendar days, tender flour
resignation under AF] 36-3207, chapter 2, section B, with the understanding that, if the Secfetary
of the Air Force accepts your resignation, you may receive a discharge under honorable
conditions (general) unless the Secretary of the Air Force determines that you should receiv@l an
honorable discharge. If the Secretary of the Air Force accepts your resignation, your dischalle
«date will be as soon as possible but no later than 10 calendar’ days after the date that the Milffary
