GENERAL: The applicant appeals for upgrade of discharge to Honorable, change of reason for
discharge and change of reenlistment code.
The applicant appeared and testified before the Discharge Review Board (DRB), with counsel, at
Andrews AFB, MD on February 24, 2003.

FINDINGS: The discharge is upgraded to Honorable, and the reason for discharge is changed to
Secretarial Authority.
Change of reenlistment code is denied.
The Board finds that evidence of record and that provided by the applicant substantiates an injustice that
justifies upgrade of the discharge.
ISSUES: The applicant’s issues are listed in the attached brief. The applicant contends that her discharge
was inequitable and too harsh because her misconduct was of isolated nature, that the positive aspects of her
career outweighed the negative aspects, and that mitigating medical and marital circumstances were not
considered. She also contends her discharge was improper because she was told she that she would still be
eligible for GI Bill benefits with a general discharge. The record indicates the applicant received an Article
15 and a Letter of Reprimand for financial irresponsibility. She also received 2 other Letters of Reprimand
for a speeding ticket on base and being late for duty. Evidence of the record and testimony revealed that the
applicant had mental health and marital problems for the year prior to her discharge. In spite of these
difficulties her duty performance was excellent. After a thorough review of the record and listening to
testimony during this hearing, the Board noted that the course of disciplinary action leading to discharge,
though legally sufficient for discharge, was compressed into such a short period of time that no real
opportunity for this otherwise excellent performer to recover was provided. Further, although the applicant
never made it an issue at the time, it did not appear that her commander considered the mitigating influence
of her marital and health problems. The board concluded that the basis for the Article 15 punishment was
accurate and that the applicant was afforded proper due process during her discharge proceeding. The
applicant signed DD Form 2366 at the time she entered active duty acknowledging that she was counseled
that an Honorable discharge was required to establish eligibility for Montgomery GI Bill benefits. The
DRB took note of the applicant’s duty performance as documented by his performance reports, letters of
recommendation and other information contained in the records. The Board does not condone the
applicant’s financial irresponsibility but noted her substantial efforts prior to command involvement to
repay her debts. They found that the positive aspects of the applicant’s duty performance outweighed the
negative and concluded that the characterization of the member’s service justified an upgrade to honorable.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of
the discharge authority and that the applicant was provided full administrative due process.
However evidence of the record and testimony finds inequitable discharge action and service
deserving of characterization as honorable.
In view of the foregoing findings the Board further concludes that there exists an equitable basis for
upgrade of discharge, thus the applicant's discharge should be changed to Honorable and the reason to
Secretarial Authority.

I am applying for an upgrade in my discharge status from
3eneral to Honorable.
In order to do this properly I need to start from the beginning of my’enlistment. I
joined the USAF at the age of 17, right out of high school. After basic training and
technical school I was stationed at Ft. Meade, MD. I was assigned to the 694"
Intelligence Squadron as the Administrative Manager. My duties were not limited to that
of what a secretary might do. I was in charge of several hundred Airman living within
the dorms, I was responsible for multi million dollar contracts, and I was the person that
held the office administrative duties together. I at the least loved my job. I was given a
Top Secret Security Clearance, which I had always dreamed of having. I felt extremely
important running back and forth between the Pentagon, NSA, and other prestigious
military institutions. I held my own and more when it came down to me being the only
Aimman in a group of full bird Colonels and Generals discussing contracts and money. I
was truly in my element. I received many awards and certificates for my professionalism
and service before self. I won the Outstanding Airman Award, Professional Airman
Award; I was put up for Airman of the Quarter twice, received and Achievement Medal,
and an Outstanding Unit Award, along with several coins and other recognitions. I was
respected and well sought after when it came to getting a job done. I was given the
highly respected task of being the facilitator in Ft. Meade’s Army symposium. I stood
before many Generals and hundreds of other people and raised issues and spoke on
problems and ways to make Ft. Meade a better place. [ was in it to win it, you might say.
I valued my job, the people I worked with, and the Air Force.
I was then married and my husband and I received orders to Ft Bragg and Pope
AFB North Carolina. And that is where my downfalls began.
From the moment I set foot in North Carolina I knew everything was going to
change, The command seemed to be very different, people were treated differently, and
there was no sense of closeness or morale with anyone. From the moment I got there I
was never given a stable job. They were very undermanned and I was shuffled around
from job to job. This was a big part of stress for me. I began to also have problems at
home with my husband. He was in the Anny and things for him were also very different.
I began to see an on base mental health professional. My job place was a very negative
environment and my home life was no different. My husband had left me on account of
him never being faithful. I was completely devastated. From then on I had troubles.
My finances were getting messed up, my job environment was getting worse; I fell into
deep depression and starting gaining weight. It was so hard for me just to get out of bed.
It seemed like no one even cared and my psychiatrist could only listen and watch me cry
for an hour a day. I was given Prozac but that didn’t even help. Then an assignment for

TDY to Vicenza, Italy came up. Going to Europe was a wish of mine ever since I could
remember. I begged and begged to go. I was given permission from my doctor; he
thought it would be good for me. So I embarked on a new beginning with all the best
intentions in mind. I knew I was going to be making more money so my plan was to start
paying off all my debts, get my life straight, and get through all the pain and hurt that my
husband caused me. Unfortunately things got out of hand. My job was fantastic, the
people were wonderful, but nothing in my life was changing. My depression hit harder
than ever. My parents came over to Italy to see me because they were by now getting
very worried. Thoughts of suicide were often and my will was completely gone. I forgot
all of any responsibilities that I had. My finances were not getting paid, and that is my
biggest mistake ever. I guess I was thinking I would fix everything when I got back to
the States, I honestly don’t know what I was thinking. Creditors started calling my
command back in the states and bounced checks were becoming a problem. I was then
questioned about it and told I would have to go back to the states. I was given 8 hours to
pack up everything and leave in the middle of the night on a Friday. Why it happened
that way J still don’t understand. Once I retumed home IJ was given an Article 15,
demotion to E2, and 30 days extra duty. I thought okay, I messed up but at least I’m not
getting kicked out. So I did all the punishment to the best of my ability. I started to lose
some weight and still was seeing a psychiatrist, I felt like I would be okay in time. But
time had other plans. My husband started harassing me at home, at work, and
everywhere I was. I could get no sleep at night and it began to take a toll on my body. I
was late 20 minutes to my extra duty one weekend morning and was then given more
punishment. No one seemed to understand or even care what I was going through. And
my emotional state was getting very bad. I then asked my commander and first Sergeant
to please let me out of the USAF. I could see no other way to escape my husband, my
negative work place, and I felt like I just needed to get home and be around my family. I
needed to get better before it was too late. My Commander agreed to let me out. My
only concern was that I would still receive my GI Bill. I was told by many in charge that
my GI Bill would not be affected and I would still have it. So after serving 3 years and 8
months in April of 2001 I was discharged with a General discharge. That in itself was
overwhelming. I was not happy with it, but I figured well now I can at least go to school
and get on with my life.
I went to enroll at Penn State University and was told that my GIBill
would no longer be available to me because I was not discharged honorably. That
through me for a complete loop. I felt very betrayed by the people I once respected and
held higher than anything. My depression set back in and found myself without any hope
whatsoever. So after a week or so of complete and utter sorrow and hopelessness |
decided to call the VA and see what I can do. I was given this application and told I
would be given my GI Bill if my discharge were changed to honorable. So that is where I
am now.
I am at a standstill in my life right now. I am 21 years old, divorced, bankrupt,
and feel no achievement at all. It’s like everything I worked so hard for when I started
out was now nothing. My dreams, ambitions, and goals were all in vain. I have achieved
nothing according to the people around me. J do not regret the Air Force, but I definitely

would have done things differently if given another chance. I was never a bad Airman, I
just didn’t know how to deal with my problems and keep them separate from the work
place. I take full responsibility for the way everything turned out. I made some huge
mistakes, but all I want to do now is learn from them, get my education so I can better
myself, and go on like normal people. I come from a very poor family that can’t afford
for me to go to school and that is why I joined the military in the first place, so I could get
the GI Bill and better myself and be the first person in my family to receive a college
education.
Everyday when people find out I have been in the Air Force they kind of stand
back in awe. It is a wonderful sense of pride and accomplishment and I am very sorry
and very regretful for the way it ended. I would do anything to get my discharg changed
to honorable and for me to get my GI Bill.
I will never forget the values and lessons of life the Air Force has taught me. I
appreciate them daily. 1 feel a sense of pride now that no one could ever take from me.
The Air Force fulfilled my dreams and made me a better person, an adult. I did achieve
something great and wonderful and I don’t want it to end like I was a failure. I’m sure
whoever is the deciding factor on this will take into consideration everything and not just
some immature mistakes, There must be hundreds of applications a day and everyone
has a story and a reason. I just hope my few mistakes don’t end up wiping out an entire
lifetime of achievements I am still trying to obtain. | am very serious and now very
hopeful. Even if the decision isn’t returned in my favor I will never have anything bad or
wrong to say about the Air Force. I will always hold the US Air Force up as an excellent
way of life. My bad decisions are my own, not the Air Force’s. I’m just happy knowing
while I was in I tried my best, and I will always value the service I gave to my country.
Not very many people can say that. And J am proud of my Air Force life no matter how it
turns out. If I can do anything else to better the decision making process please let me
know.
Thank you for this opportunity to try and make things right. I’m not a quitter and
just this chance to better things gives me hope. I truly am thankful and very appreciative.

3. PERSONAL DATA: is 21 years old and began serving her current
cnlistment on 9 Oct 97. | Mhuty title is Information Management
Apprentice, AFSC 3A031. She is entitled to wear the Air Force Training Ribbon.
4. DISCUSSION:
a. This discharge recommendation has been processed in compliance with AFI 36-3208, and
the record is legally sufficient to sustain a discharge. The circumstances cited by the
43d CS/CC as reasons for discharge occurred within iS, current enlistment.
b. Minor disciplinary infractions are contrary to the self-discipline required for effective
military service. SES cco: reveals a history of minor disciplinary
infractions including several instances of unlawfully and willingly writing checks knowing she
did not have sufficient funds in her checking accounts.
c. In determining the proper characterization off
guidelines in AFI 36-3208, paragraphs .17 and 1.18, must be applied, These guidelines provide
that service characterization must be based upon the quality of the member's service as reflected
in the military record, as evidenced by personal conduct, performance of duty, and the reasons
for the discharge action. Service characterization is usually based on a pattern of behavior rather
than an isolated incident, the standards of acceptable conduct, and performance of duty for an
airman.
d service record reveals several minor disciplinary infractions and
the 43 ITS/CC gav tice and provided her ample opportunity to bring
her conduct up to standards. Nevertheless, she failed to do so. In this case, a general discharge is ©
warranted because the negative aspects SD earrooemannies ‘dill outweigh the positive
aspects of her service. Indeed, @MNMMIMEBRBIS ervice has not been so meritorious as to
warrant an honorable discharge, nor has her misconduct been to such a degree that a VOTHC
discharye is appropriate. P&R is not appropriate under these circumstances because Sige
Miss aiccady been given several opportunities to improve her behavior and
clevatc it to an acceptable standard. However, by her continued misbehavior, she has shown she
has no rehabilitative potential. Thus, it is apparent that active duty probationary status would be
inconsislent with the maintenance of good order and discipline in the Air Force.
$. OPTIONS: As the separation authority in this case, you may:
a. reect the squadron commander's recommendation and retainer on
active duty;
b. convene a board hearing if you feel an under other than honorable conditions discharge is
warranted;

d. On or about 16 Feb 00, you did, at or near Vicenza AFB, with intent to deceive, make to
an official statement, to wit: “I mailed a check in the amount of
$1000.00 to Ford Credit” or words to that effect, which statement was totally false, and then
known by you to be so false as documented by an AF Form 3070, Record of Nonjudicial
Punishment Proceedings, dated 2 Mar 01.
e. Between on or about 16 Oct 00 and on or about 15 Dec 00, and between on or about 15 Jan
01 and on or about 26 Feb 01, you did, in the continental United States, being indebted to Ford
Credit in the sum of $1451.66, which amount became due and payable on or about 15 Oct 00,
dishonorably fail to pay said debt as documented by an AF Form 3070, Record of Nonjudicial
Punishment Proceedings, dated 2 Mar 01.
f. On or about 13 Mar 01, you failed to go to your appointed place of duty, Building 180 at
236 Boxcar street at the prescribed time as documented by a Letter of Reprimand (LOR), dated
29 Mar 01.
g. Between on or about Dec 00 and on or about 27 Feb 01, investigation revealed that you
failed to comply with the requirement to pay your debts to the Government Credit Card program
to wit, you were in excess of 60 days past due as documented by a Letter of Reprimand (LOR),
dated 14 Mar 01.
‘h. On or about 3 May 00, you were cited for driving recklessly on Pope AFB NC. Your
speed was clocked at 46 MPH in a 15 MPH school zone. Pedestrians were present in the area
during this time as documented by a Letter of Reprimand (LOR), dated 15 May 00.
3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The 43d Airlift Wing Commander, who exercises Special Court
Martial (SPCM) jurisdiction or a higher authority, will decide whether you will be discharged or

retained in the Air Force. If you are discharged, you will be ineligible for reenlistment in the Air
Force.
4. You have the right to consult counsel. Military legal counsel has been obtained to assist
you. Contac iii quamegians at the Area Defense Counsel’s office
immediately after being served with this notification memorandum. At that time an
appointment will be scheduled for you to consuls, the Area Defense Counsel.
Instead of the appointed counsel, you may have another, if the lawyer you request is in the active
military service and is reasonably available as determined according to AFI 51-201. In addition
to military counsel, you have the right to employ civilian counsel. The Air Force does not pay
expenses incident to the employment of civilian counsel. Civilian counsel, if employed, must be
readily available.
5. Yowhave the right to submit a statement in your own behalf. Any statements you want the
separation authority to consider must reach me by |! A a IY4O _ hours unless you
request and receive an extension for good cause shown. I will send them to the separation
authority.
6. If you fail to consult counsel or to submit statements in your own behalf in three days,
your failure will constitute a waiver of your right to do so.
7. You have been scheduled for a physical examination. Report to Physical Exams Room 10
in the Flight Medicine Clinic on 10 Apr 01 at 1300 hours. In addition, report to Physical
Exams/Lab ASAP for HIV screening.
8. Any personal information you furnish in rebuttal is covered by the Privacy Act of 1974. A
copy of AFI 36-3208, is available for your use at the orderly room.
