Force office of primary responsibility and adopt the rationale expressed as the basis for our 
decision that the applicant has been the victim of either an error or an injustice.  Therefore, we 
recommend the applicant's records be corrected to show that: 
 
 
APPLICANT, be corrected to show that on 6 March 1998, he was awarded the Air Force 
Achievement Medal, First Oak Leaf Cluster (1OLC) for meritorious service, for the period
