3. The Global War on Terrorism Expeditionary Medal (GWOT-E) –
administratively corrected.
4. The Korean Defense Service Medal (KDSM) – administratively
corrected.

APPLICANT CONTENDS THAT:
He served in support of Operation Enduring Freedom (OEF) from
October 2001 to April 2002 and he served in Korea from June
1998 until June 1999. His Veteran’s benefits and Department of
Defense (DoD) employment eligibility benefits are impacted by the
medals he received.
In support of the applicant’s appeal, he provides documents
extracted from his military personnel records.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 12 September
1978.
On 31 March 2004, the applicant was relieved from active duty and
retired on 1 April 2004 under the provisions of AFI 36-3203. He
served 25 years and 6 months, and 19 days on active duty with
6 years, 1 months and 21 days of foreign and/or sea service.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial for award of the Afghanistan
Campaign Medal. DPSID states after a thorough review of the
applicant’s official military personnel record and provided
documentation, they verified award of the GWOT-S, GWOT-E, KDSM,
and the Air Force Expeditionary Service Ribbon with Gold Border
(AFESR w/GB). The applicant’s record will be updated
accordingly.
The Afghanistan Campaign Medal is awarded to a service member
that was assigned or attached to a unit in Operation ENDURING
FREEDOM for 30 consecutive or 60 non-consecutive days in
Afghanistan.
No documentation exists in the applicant’s record verifying
service in Afghanistan; therefore, the applicant does not meet
the eligibility criteria and is not eligible for award of the
Afghanistan Campaign Medal.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 28 August 2012, a copy of the Air Force evaluation was
forwarded to the applicant for review and response within
30 days. As of this date, no response has been received by this
office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The applicant’s
contentions are duly noted; however, after reviewing the evidence
of record, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion the applicant has not
provided sufficient evidence to substantiate his entitlement to
the Afghanistan Campaign Medal. Therefore, other than the
administrative corrections made to his records, we find no basis
to recommend granting the remaining relief sought in this
application.

The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
