APPLICANT REQUESTS THAT:
He be awarded the Kosovo Campaign Medal.

APPLICANT CONTENDS THAT:
He was directly involved in support of Operation ALLIED FORCE as
indicated in his Enlisted Performance Reports and Air Force
Achievement Medal narrative.
In support of the applicants appeal, he provides documents
extracted from his military personnel records.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade
of master sergeant.
The Kosovo Campaign Medal was established to recognize the
accomplishments of military service members participating or in
direct support of Kosovo operations within established areas of
eligibility (AOE). Service members are authorized the medal in
direct support of the operation for 30 consecutive days in the
AOE or for 60 nonconsecutive days in direct support of Kosovo
operations: Allied Force (24 March 1999 10 June 1999); Joint
Guardian (11 June 1999 date TBD); Allied Harbour (4 April
1999 1 September 1999); Sustain Hope/Shining Hope (4 April
1999 10 July 1999); Noble Anvil (24 March 1999 20 July
1999); Kosovo Task Force Hawk (5 April 1999 24 June 1999);
Kosovo Task Force Saber (31 March 1999 8 July 1999); Kosovo
Task Force Falcon (11 June 1999 date TBD); Kosovo Task Force
Hunter (1 April 1999 1 November 1999).

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial. DPSID states after a thorough
review of the applicants master personnel records they were
unable to verify award of the Kosovo Campaign Medal and unable
to locate any official documentation verifying the applicant
deployed to the AOE for award of the Kosovo Campaign Medal.
According to the applicants Enlisted Performance Report
covering 1 July 1998 through 15 May 1999 and the accomplishments
cited in the Air Force Achievement Medal citation the applicant
directly supported Operation ALLIED FORCE from home station;
therefore, although he does not meet the eligibility
requirements for the Kosovo Campaign Medal his direct support
from home station qualifies him for award of the Air and Space
Campaign Medal- and this medal has been updated in the Military
Personnel Data System.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 7 June 2013, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days (Exhibit
C). As of this date, no response has been received by this
office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. The
applicants contentions are duly noted; however, after
thoroughly reviewing his submission and the evidence of record,
we found no evidence which would lead us to believe that he is
entitled to the Kosovo Campaign Medal. Therefore, we agree with
the opinion and recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis for
our conclusion that the applicant has not been the victim of an
error or injustice. In the absence of evidence to the contrary,
we find no basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
