      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that her separation document (DD
Form 214) be corrected to show combat service she performed in support of a
military operation.

2.  The applicant states, in effect, that her military records were never
updated to show the service she performed in Tirania, Albania (Kosovo).  As
a result, her DD Form 214 does not accurately reflect this service.

3.  The applicant provides the following documents in support of her
application:  Headquarters (HQs), Special Troops Battalion (STB), V Corps
Orders Number (#) 99-125, dated 30 July 1999; HQs, STB, V Corps Order # 99-
0001, dated
9 April 1999; HQs, STB, V Corps Ord # 215-001, dated 3 August 2001; and
United States Army Physical Disability Agency (USAPDA) Letter, dated
19 October 2004.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s military record shows she initially enlisted in the
Regular Army and entered active duty on 18 November 1982.  She completed
basic combat training and advanced individual training (AIT) at Fort
Jackson, South Carolina.  Upon completion of AIT, she was awarded military
occupational specialty (MOS) "71L" (Administrative Specialist).

2.  The applicant’s Personnel Qualification Record (DA Form 2-1) contains
an entry in Item 5 (Oversea Service) that shows she served in Albania from
12 April through 27 July 1999.  The applicant last reviewed this record on
17 September 2001.

3.  The applicant continued to serve on active duty through several
reenlistments until she was honorably retired on 30 November 2002.  The
separation document she was issued at that time shows she completed a total
of 20 years and 13 days of active military service.  Item 12f (Foreign
Service) shows she completed
5 years, 7 months, and 8 days of foreign service.  There are no additional
references to the applicant's oversea service on the separation document.

4.  The applicant provides a copy of HQs. STB, V Corp Order # 99-125, which
directed her assignment and deployment to V Corp Forward Task Force Hawk,
Tirana, Albania, effective 12 April 1999 and her return on 25 July 1999.

5.  Army Regulation 635-5 prescribes the separation documents that are
prepared for individuals upon retirement, discharge, or release from active
military service or control of the Army.  It also establishes standardized
policy for preparing and distributing the DD Form 214.  Paragraph 2-4h
states, in effect, that the total amount of foreign service completed
during the period covered by the DD Form 214 will be entered in Item 12f of
the DD Form 214.  The regulation further stipulates that the information in
Item 12f will be obtained from the ERB.  Paragraph 18f(2) states, in
effect, that deployments of active duty Soldiers will be documented in Item
18 (Remarks) of the DD Form 214 with the following entry:    " SERVICE IN
(NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD -
YYYYMMDD)".

6.  Military Personnel (MILPER) Message 00-202, North Atlantic Treaty
Organization (NATO) Medal provides the eligibility criteria for the award
of the NATO Medal for service in Kosovo.  It states, in pertinent part,
that to qualify for this award a member must participate in NATO operations
related to Kosovo from 13 October 1998 to a date to be determined, for a
period of thirty continuous or accumulated days in the area of eligibility
(AOE).  The AOE is on land, at sea, or in the air space of the Kosovo and
other territories of the former Federal Republic of Yugoslavia.

7.  MILPER Message NR 00-180, Kosovo Campaign Medal (KCM) provides the
eligibility criteria for the award of the KCM for service in Kosovo.  It
states, in pertinent part, that it a service member must be a member of a
unit participating in or directly supporting the following operations
operation for 30 consecutive days or 60 nonconsecutive and/or meet other
established criteria to be awarded the KCM:  Operation Allied Force (24
March 1999 through 10 June 1999); Operation Joint Guardian (11 June 1999
through a date to be determined); Operation Allied Harbour (4 April 1999
through 1 September 1999); Operation Sustain Hope/Shining Hope (4 April
1999 through 10 July 1999); Operation Noble Anvil (24 March 1999 through 20
July 1999); or Kosovo Task Forces Hawk (5 April 1999 through 24 June 1999);
Saber (31 March 1999 through 8 July 1999); Falcon (11 June 1999 through a
date to be determined), coinciding with Joint Guardian; or Hunter within
areas of operation for the Kosovo Air Campaign and/or the Kosovo Defense
Campaign.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that her separation document should be
corrected to reflect the service she performed in Kosovo has been carefully
considered and found to have merit.

2.  The evidence of record confirms the applicant performed over 3 months
consecutive service in Kosovo, which is documented by an entry on her DA
Form 2-1, which confirms she served in Tirania, Albania (Kosovo) from 12
April 1999 to 27 July 1999.  Her deployment for this service is documented
by HQ's, V Corps, STB Orders 99-125, dated 30 July 1999.  Therefore, it
would be appropriate to add the following entry to Item 18 of her
separation document:  "SERVICE IN KOSOVO FROM 19990412 to 19990727”.

3.  Based on her Kosovo service, she is also entitled to the NATO Medal and
the KCM, which were not included in the list of awards contained in Item 13
(Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or
Authorized) on her DD Form 214.  Therefore, it would be appropriate to add
these awards to her separation document at this time.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending her 30 November 2002 DD Form 214 by adding the entry "SERVICE IN
KOSOVO FROM 1999412 to 19990727” to Item 18 and by adding the NATO Medal
and the Kosovo Campaign Medal to list of awards contained in Item 13.
