THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, reconsideration to show award of the Kosovo Campaign Medal in lieu of the Global War Terrorism Expeditionary Medal for her service in Kosovo.
2. The applicant states, in effect, that in July 2005, she submitted a request for correction of her DD Form 214, dated 18 December 2003, to remove the Korean Service Medal and to add the Kosovo Campaign Medal.
3. The applicant states that she received a DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty), dated 3 August 2005, which deleted the Korean Service Medal and added the Kosovo Campaign Medal.
4. The applicant stated that she also received a notification of findings letter, dated 8 March 2006, from the Army Board of Correction of Military Records (ABCMR). The applicant stated that the letter of notification shows that the Board convened on 28 February 2006, Docket Number AR2005001072 and determined that her records would be corrected to shows award of the Global War on Terrorism Expeditionary Medal instead of the Kosovo Campaign Medal based on her period of qualifying service in Kosovo in support of Operation Enduring Freedom.
5. The applicant continues that she received a second DD Form 215, dated 9 February 2006, which deleted the entry Kosovo Campaign Medal and added the Global War on Terrorism Expeditionary Medal.
6. The applicant states that she reviewed the initial packet she submitted to the Board, and understands why the Board made the decision it did; however, she is requesting reconsideration of the Board's decision, dated 28 February 2006.
7. The applicant continues that Headquarters Fifth United States Army, Fort Sam Houston, Texas Permanent Orders 45-24, dated 14 February 2003, ordered her unit to active duty for participation in Operation Enduring Freedom.
8. The applicant continues that the United States Army, 89th Regional Support Commend, Wichita, Kansas City Orders M-082-0006, dated 23 March 2003, mobilized her unit for Operation Enduring Freedom.
9. The applicant states that Headquarters, Fort Stewart, Hunter Army Airfield, Fort Stewart, Georgia Orders Number 127-71, dated 7 May 2003 (Corrected Copy) authorized further assignment of her unit to Kosovo for the purposes of "Augmentation in Support of KFOR5A."
10. The applicant provides copies of DD Form 214; DD Form 215, dated 9 February 2006; DD Form 215, dated 3 August 2005; Headquarters Fifth United States Army, Fort Sam Houston, Texas, Permanent Orders 45-24, dated 14 February 2003; United States Army, 89th Regional Support Commend, Wichita, Kansas City Orders M-082-0006, dated 23 March 2003; Headquarters, Fort Stewart and Hunter Army Airfield, Fort Stewart, Georgia Orders 127-71, dated 7 May 2003 (Corrected Copy); memorandum from Headquarters Multi-National Brigade (EAST) Camp Bondsteel, Kosovo, dated 14 October 2003; and a letter from the Review Boards Agency Support Division, St. Louis, Missouri, dated 14 July 2006 in support of this application.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20050010742, on 26 February 2006.
2. The applicant provides a self-authored letter in which she elects not to receive the award of the Global War on Terrorism Expeditionary Medal and that this award be deleted from her military record which was previously reviewed by the ABCMR; therefore, it is reconsideration of evidence and as such warrants consideration by the Board.
3. Records show the applicant had prior enlisted service in the U.S. Army Reserve (USAR), and was appointed as a Reserve commissioned officer on 19 December 1987, in the rank of second lieutenant. The applicant's records shows she served on active duty for training during the periods 3 January 1989 through 7 April 1989, 4 August 1991 through 11 April 1997, and 3 April 2003 through 18 December 2003. The applicant's records show she was honorably released from active duty on 18 December 2003.
4. The applicant's records show that she is currently serving in the Active Guard Reserve in the rank of major.
5. The applicant stated that she was issued a DD Form 215 which shows award of the Global War on Terrorism Expeditionary Medal.
6. The applicant states that Headquarters Multi-National Brigade (EAST) Camp Bondsteel, Kosovo, dated 14 October 2003, shows that her unit was authorized award of the Kosovo Campaign Medal in accordance with MILPER Message Number 00-180.
7. MILPER Message Number 00-180 approved establishment of the Kosovo Campaign Medal for service in support of Operations Allied Force, Joint Guardian, Allied Harbor, Sustain Hope/Shining, Noble Anvil, or Task Force Hawk, Task Force Saber, or Task Force Hunter with the Kosovo Air Campaign or the Kosovo Defense Campaign. The Kosovo Air Campaign began on 24 March 1999 and ended on 10 June 1999. The Kosovo Defense Campaign began on 11 June 1999 and will end on a date to be determined. To be eligible for award of the Kosovo Campaign Medal an individual must be in a unit participating in or directly supporting the operation for 30 consecutive days or 60 nonconsecutive and/or meet other established criteria.
8. Army Regulation 600-8-22 (Military Awards) states that the Global War on Terrorism Expeditionary Medal (GWOTEM) is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in the Global War on Terrorism Operations on or after 11 September 2001 to a date to be determined. The general area of eligibility (AOE) encompasses all foreign land, water, and air spaces outside the fifty states of the United States and outside 200 nautical miles of the shores of the United States. The Secretary of Defense, when recommended by the Chairman, Joint Chiefs of Staff, will designate the specific area of eligibility per qualifying operation. Because counter-terrorism operations are global in nature, the AOE for an approved operation may be deemed to be non-contiguous. The Combatant Commander has the authority to approve award of the medal for units and personnel deployed within his or her theater. Under no conditions will units or personnel within the United States or the general region excluded above be deemed eligible for the GWOTEM. Service members must be assigned, attached or mobilized to a unit participating in designated operations for 30 consecutive days or 60 nonconsecutive days in the AOE, or meet one of the following criteria: (1) be engaged in actual combat against the enemy and under circumstances involving grave danger of death or serious bodily injury from enemy action, regardless of time in the AOE, (2), is killed, wounded or injured requiring medical evacuation from the AOE while participating in the designated operation, regardless of time, or (3) service members participating as a regularly assigned air crew member flying sorties into, out of, within, or over the AOE in direct support of Operations Enduring Freedom and/or Iraqi Freedom are eligible to qualify for award of the GWOTEM.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that her records should be corrected to show award of the Kosovo Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal for her foreign service in Kosovo.
2. Evidence of record shows that the applicant's unit was authorized award of the Kosovo Campaign Medal in accordance with MILPER Message Number
00-180. Therefore, the applicant is entitled to correction of her DD Form 214 to show this award.
3. Evidence of record shows the applicant also served a qualifying period of service for award of the Global War on Terrorism Expeditionary Medal. Therefore, the applicant DD Form 215 correctly shows this award and no administrative action is necessary.

BOARD DETERMINATION/RECOMMENDATION:
The Board further determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20050010742, dated 2 February 2006. As a result, the Board recommends that the applicant's DD Form 214, dated 18 December 2003 of the individual concerned be corrected by adding the entry "the KOSOVO CAMPAIGN MEDAL."
