APPLICANT REQUESTS THAT:

He be awarded the Armed Forces Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:

He earned the AFEM while he served in Taiwan in 1958.  He went 
on temporary duty to Taiwan and it was their mission to support 
the TM-61 Missile Group; at the time Taiwan was under attack.  
The AFEM was not made available to him in 1958 or before he was 
discharged; however, it was made retroactive to 1961 to include 
Taiwan in 1958.  He separated from the Air Force in 1961.

In support of his request, the applicant provides a copy of his 
DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge.

STATEMENT OF FACTS:

The applicant enlisted into the Regular Air Force on 19 Jun 56.  
He received an honorable discharge on 2 Mar 60 after serving 
3 years, 8 months, and 14 days on active duty.

The AFEM criteria:  The AFEM is awarded to members of the United 
States Armed Forces who, after July 1, 1958, have participated 
in a United States military operation and encountered foreign-
armed opposition, or were in danger of hostile action by foreign 
Armed Forces.  The AFEM is awarded for service in Taiwan Straits 
between 23 Aug 58 and 1 Jan 59.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial.  There is no official 
documentation that verifies the applicant served in the area of 
eligibility of any approved campaign to qualify for the AFEM.  
Further, his Airman Performance Reports (APR) make no mention of 
deployments.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

He provides a copy of Special Order Number 22, dated 16 Sep 58, 
that reflects he was to proceed on or about 17 Sep 58 from his 
duty station on temporary duty for approximately 90 days for the 
purpose of further training in operational procedures with the 
6214th Air Base Group.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  In this 
respect, we note the documentation provided by the applicant in 
the form of a special order supports his claim that he served in 
Taiwan during the 1958 Taiwan Strait Crisis, which entitled him 
to the AFEM.  Therefore, we recommend the records be corrected 
as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that the DD 
Form 214, Report of Separation from Active Duty, issued in 
conjunction with his 2 March 1960 separation be amended in Item 
26, Decorations, Medals, Badges, Commendations, Citations and 
Campaign Ribbons Awarded or Authorized, to include the Armed 
Forces Expeditionary Medal (AFEM).
