APPLICANT REQUESTS THAT:
His fitness assessment (FA) scores recorded on
11 September 2011, 7 January 2012, and 15 April 2012, be removed
from the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
He has been on a medical profile for back-to-back surgeries
since June 2011. The profile restricted him from performing any
physical activities such as running, walking, lifting weights,
and doing sit-ups and push-ups. Because of these restrictions
and due to medical reasons he failed the last three FAs for the
abdominal circumference measurement.

STATEMENT OF FACTS:
The applicant is currently serving in the Air Force Reserves in
the grade of Technical Sergeant (TSgt), E-6.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. DPSIM states per AFI 36-2905,
Fitness Program, paragraph 4.2.5, all members will complete
abdominal circumference (AC) assessment unless there is a
composite exemption or, under rare circumstances, a component
exemption determined by the exercise physiologist or fitness
program manager upon recommendation by the provider. The
applicant provided an AF Form 422, Notification of Air Force
Member's Qualification Status, dated 13 Aug 2011, which exempted
him from the 1.5 mile run, pushups, and sit-ups. The applicant
tested on 11 Sep 2011 on the 1 mile walk and AC in accordance
with (IAW) his profile. The applicant provided an AF Form 469,
Duty Limiting Condition Report (DLC) dated 03 Dec 2011, stating
"No lifting with left arm" with an expiration date of 31 May
2012, which produced an AF Form 422 exempting him from the 1.5
mile run, the 1 mile walk, pushups, and sit-ups. The applicant
tested on 07 Jan 2012 and 15 Apr 2012 on AC only lAW his
profile. Recommend FAs dated 11 Sep 2011, 07 Jan, 2012, and 15
Apr 2012 not be deleted from AFFMS.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response the applicant reiterates his previous
contentions and indicates he was restricted from performing any
physical activities by both civilian & military doctors and was
unaware that his commander could have exempted him from taking
the FA.
a. He feels that he is being treated unfairly by having to
get his abdominal circumference measured when he has not been
able to do any type of physical fitness for a year. In AFI 36-
2905, paragraph 4.2.3.2, a woman, who is going through a
pregnancy, is exempt for 180 days after completion of pregnancy
before they are required to perform the FA. He only received 42
days, after his profile expired, to perform a full FA. For
someone who had back to back shoulder surgeries and is unable to
perform physical activities for over a year, 42 days is not
realistic. More time is needed to gain strength and cardio.
His weight gain and abdominal circumference failure was out of
his hands, due to his medical reasons, and is expected for
someone who is unable to perform physical activities for a year.
b. Since being released from restrictions in June 2012, he
has been going to the gym and has participated in the units Fit
to Fight program during every Unit Training Assembly (UTA). He
has been working on getting back into shape, but it's been a
hard road for him. He found out in August 2012, that he has
peptic ulcers which has set him back. He has no intentions of
not taking the FA and he truly does not want consecutive failing
FA scores to be the reason he has to be discharged from the Air
Force Reserves. He has been in for 20 years and would like to
have the opportunity to continue his service in the Reserves.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After a
thorough review of the evidence of record and the applicants
submission, we believe that relief is warranted. The Board
notes the Air Force office of primary responsibility recommends
denial since the applicants AC assessments were conducted in
accordance with AFI 36-2905, paragraph 4.2.5, and there were no
component exemptions. However, we believe the documentation he
provided in the form of records of medical care, AF IMT 422s,
Notification of Air Force Members Qualification Status and AF
Form 469s, Duty Limiting Conditions Report, provide a reasonable
basis to conclude there were medical conditions which precluded
the applicant from achieving a passing fitness assessment score.
Additionally, we note the support of his commander to remove
the requested fitness assessments from the Air Force Fitness
Management System. Therefore, based on the totality of the
evidence provided, we recommend that the applicants record be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the
Fitness Assessment (FA) scores dated 11 September 2011,
7 January 2012, and 15 April 20121 be removed from the Air Force
Fitness Management System.
