His records be corrected to reflect that he served in Vietnam.

APPLICANT CONTENDS THAT:
He was on temporary duty (TDY) at Ton Son Nhut Air Base, Vietnam
in late 1966 or early 1967.
The applicant's complete submission is at Exhibit A.

STATEMENT OF FACTS:
The applicants records reflect he commenced his enlistment in
the Regular Air Force on 29 Apr 66.
The applicants performance reports for the periods ending
28 Apr 67 and 15 Mar 68 reflect he was assigned to the 6200 Field
Maintenance Squadron, Clark Air Base, Philippines.
The applicants DD Form 214, Armed Forces of the United States
Report of Transfer or Discharge, dated 23 Feb 70, reflects he was
honorably released from active duty and was credited with
3 years, 9 months and 29 days of active service, which included
1 year, 7 months, and 25 days of foreign service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. A thorough review of the
applicants military records do not support that he served in
Vietnam. While his Master Personnel Records did confirm foreign
service at Clark Air Base, Philippines for a period of 1 year, 5
months, and 25 days, the total foreign service time as reflected
on his DD Form 214 reflects 1 year, 7 months, and 25 days of
foreign service; however, since it cannot be proven that he did
not serve additional foreign service that cannot be found in the
records, no corrective action should be taken. Ultimately, a
thorough review of his Master Personnel Records failed to
substantiate his claim of foreign service in the Republic of
Vietnam due to the absence of documentation such as travel
vouchers, evaluation reports, letters of evaluation, decorations,
or other official military document that reflects that travel was
completed and the inclusive periods of travel.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 8 Aug 12, for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. After
thoroughly reviewing the evidence of record and noting the
applicants contention, we are not persuaded that his records are
in error. In this respect, we note that although his DD Form
214, issued in conjunction with his 27 February 1970 release from
active duty, reflects 2 months of foreign service in addition to
the time he served while was assigned to Clark AB, we find no
evidence these two months were performed in the Republic of
Vietnam. Therefore, in the absence of evidence to the contrary,
we find no basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
