APPLICANT REQUESTS THAT:
His record be corrected to reflect he was awarded the Global War
on Terrorism Expeditionary Medal (GWOT-EM).

APPLICANT CONTENDS THAT:
He is entitled to the GWOT-EM based on his active duty service.
He served in both Afghanistan and Iraq in support of combat
operations during the Global War on Terrorism.
In support of his appeal, the applicant provides his DD Form
214, Armed Forces of the United States Report of Transfer or
Discharge.
The applicants complete submission, with attachment, is at
Exhibit A.

STATEMENT OF FACTS:
The applicant is a former member of the Air Force who served
from 13 May 2003 through 12 May 2009.
Upon review of his records, AFPC/DPSID verified the applicants
entitlement to the Afghanistan Campaign Medal with one Bronze
Service Star and the Iraq Campaign with one Bronze Service Star.
His records will be updated accordingly.
In accordance with governing directives, service members serving
in the qualifying area of eligibility for which the Afghanistan
Campaign Medal and/or the Iraq Campaign Medal were subsequently
authorized are no longer qualified to receive the GWOT-EM after
30 April 2005.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the Global War on Terrorism
Expeditionary Medal. The GWOT-EM is awarded to service members
who have deployed abroad to specific geographic areas of
eligibility in support of GWOT operations on or after
11 September 2001, to a future date to be determined, for
30 consecutive days or 60 nonconsecutive days.
The Defense Finance and Accounting Service verified the
applicant served in Afghanistan from 11 August 2005 to
4 February 2006 and in Iraq from 31 May 2007 to 5 October 2007.
However, there is no verification he deployed to the area of
eligibility in direct support of the Global War on Terrorism for
which the GWOT-EM was authorized.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 February 2013, for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the available evidence of record and the applicant's
complete submission in judging the merits of the case; however,
we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the
basis for our conclusion that relief beyond that already
administratively granted is not warranted. Therefore, in the
absence of evidence to the contrary, we find no basis to grant
the relief sought in this application.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
