His  DD  Form  214,  Certificate  of  Release  or  Discharge  from  Active 
Duty, be corrected to reflect: 
 
1.  Award of two Meritorious Service Medals (MSM).   
 
2.  Award  of  the  Global  War  on  Terrorism  Medal  (GWOT-E).  
(Administratively corrected) 
 
3.  The  time  he  spent  at  an  undisclosed  base  supporting  Operation 
ENDURING FREEDOM.

APPLICANT CONTENDS THAT: 
 
He  served  in  Operation  ENDURING  FREEDOM  from  13  December  2002  to 
26 May 2003.   
 
In  support  of  his  appeal,  the  applicant  provides  copies  of  his  DD 
Form  214  and  an  MSM  certificate  awarded  for  the  period  13 December 
2002 to 25 May 2003.

STATEMENT OF FACTS: 
 
The applicant served on active duty from 29 August 1988 to 31 August 
2004.    During  this  period  he  served  in  Pakistan  in  support  of 
Operation ENDURING FREEDOM from 14 December 2002 to 4 June 2003.   
 
On 16 May 2012, AFPC/DPAPP notified the applicant that they were able 
to verify and confirm “boots on the ground” Foreign Service time in 
Pakistan,  for  Operation  ENDURING  FREEDOM,  from  14 December  2002  to 
4 June 2003, for 5 months and 22 days.  The amount of Foreign Service 
is currently reflected on his DD Form 214; therefore, a correction is 
not  needed  for  Foreign  Service.    Since  specific  locations  are  not 
annotated  on  a  member’s  DD  Form  214,  their  provided  letter  can  be 
proof of “boots on the ground” for Pakistan.

AIR FORCE EVALUATION: 
 
AFPC/DPSID recommends the applicant’s record be corrected to reflect 
award  of  the  MSM,  first  Oak  Leaf  Cluster  (1/OLC)  as  he  provided  a 
certificate that appears to be authentic.  Their office will prepare 
a special order if the Board approves the award.   
 
Their  office  was  able  to  verify  the  applicant’s  award  of  the  MSM 
(basic award), the global War of Terrorism Expeditionary Medal, and 
the  Global  War  on  Terrorism  Service  Medal.    The  MSM  (basic)  is 
currently annotated on the applicant’s DD Form 214.   
 
AFPC/DPSID will also administratively correct the applicant’s record 
to reflect the following medals and/or ribbons: 
 
1.  Global War on Terrorism Medal (GWOT-E) 
 
 
 
2.  Global War on Terrorism Service Medal (GWOT-S) 
 
3.  Air  Force  Expeditionary  Service  Ribbon  with  Gold  Border 
 
(AFESR w/GB)

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 
 
A copy of the Air Force evaluation was forwarded to the applicant on 
29 November 2012 for review and response within 30 days (Exhibit D).  
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT: 
 
1.  The applicant has exhausted all remedies provided by existing law 
or regulations. 
 
2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 
 
3.  Sufficient  relevant  evidence  has  been  presented  to  demonstrate 
the  existence  of  error  or  injustice  warranting  correction  of  the 
applicant’s  record  to  reflect  award  of  the  MSM  w/1OLC.    In  this 
respect,  the  Air  Force  office  of  primary  responsibility  (OPR) 
recommends  the  applicant’s  record  be  corrected  based  on  the 
submission  of  what  appears  to  be  an  authentic  certificate  and 
citation.    The  Air  Force  OPR  also  notes  that  the  applicant’s  MSM 
(basic)  is  already  annotated  of  his  DD  Form  214.    We  accept  their 
recommendation  and  adopt  the  rationale  expressed  as  the  basis  for 
this correction.  In regard to the applicant’s request for having his 
DD  Form  214  corrected  to  reflect  his  undisclosed  time  served  in 
support  of  OPERATION  ENDURING  FREEDOM,  we  note  that  AFPC/DPAPP

advised  the  applicant  by  memo,  dated  16  May  12  that  this  time  is 
already reflected in Block 12f (Foreign Service) of his DD Form 214.  
AFPC/DPAPP also advised that specific locations are not annotated on 
a  member’s  DD  Form  214.    However,  the  Air  Force  OPR  provided  the 
applicant  with  a  letter  confirming  his  “boots  on  the  ground”  in 
Pakistan for verification purposes.  We are in agreement with their 
actions regarding these matters.  Therefore, in view of the above and 
the  evidence  provided,  we  recommend  the  applicant’s  record  be 
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT: 
 
The pertinent military records relating to APPLICANT, be corrected to 
reflect  that  his  DD  Form  214,  Certificate  of  Release  or  Discharge 
from  Active  Duty,  issued  in  conjunction  with  his  retirement  on 
31 August 2004, be amended to reflect the Meritorious Service Medal 
with one Oak Leaf Cluster.
