AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
RECORD OF PROCEEDINGS
DOCKET NUMBER: BC-2012-00411
COUNSEL: NONE
HEARING DESIRED: NO
IN THE MATTER OF:
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her 21 Jan 11 Fitness Assessment (FA) be corrected or removed
from the Air Force Fitness Management System (AFFMS).
_________________________________________________________________
APPLICANT CONTENDS THAT:
She was placed on a profile for asthma which exempted her from
the 1.5 mile run. However, during the FA she had to take
Albuterol due to an asthma attack. She was not aware of the
information reflecting if a service member was taking Albuterol
they are exempt from the walk portion of the tests. Exempting
the walk portion of the FA her score should have been 81.00.
In support of her request, the applicant provides copies of her
AF Form 469, Duty Limiting Condition Report, and an excerpt from
AFI 36-2905, Fitness Program, Attachment 13.
The applicant's complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant contracted her initial enlistment in the Regular
Air Force on 18 Jul 01.
According to information provided by the applicant, a duty
limiting condition report was initiated on 28 Oct 10, which
precluded her from running more than 100 yards due to her asthma
condition.
On 21 Jan 11, the applicant participated in the contested FA and
attained an overall score of 51.20.
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPSIM recommends denial, indicating there is no evidence
of an error or injustice. The applicant was asked to provide
additional documentation, specifically AF Form 422, Notification
of Air Force Member’s Qualification Status, reflecting her
component exemptions. The applicant did not respond to the
request.
The complete AFPC/DPSIM evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 1 May 12, for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and the
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice. We
note the Air Force OPR requested additional documentation from
the applicant to help evaluate the merits of her claim; however,
she failed to respond. Therefore, in the absence of evidence to
the contrary, we find no basis to recommend granting the relief
sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
