(administratively resolved).

APPLICANT CONTENDS THAT: 
 
All  U.S.  Air  Force  personnel,  and  he  assumes  all  veterans,  are 
now eligible to wear the AFTR.   
 
The unit he was assigned to in England from Oct 70 to Nov 73 was 
awarded the AFOUA for the period Jun 72 to Jun 73 under Special 
Order GB-821.  
 
In  support  of  his  appeal,  the  applicant  provides  copies  of  his 
DD  Form  214,  Report  of  Separation  from  Active  Duty,  Special 
Order  GB-821,  a  Citation  for  the  AFOUA,  an  AF  Form  7,  Airman 
Military  Record, and information concerning eligibility for the 
AFTR.

STATEMENT OF FACTS: 
 
The  applicant  entered  active  duty  on  13  Nov  69,  was  honorably 
discharged  on  2  Nov  73,  and  was  credited  with  3 years, 
11 months, and 20 days of active service.   
 
AFPC/DPSIDR  has  confirmed  the  applicant  meets  the  criteria  for 
award/wear  of  the  AFOUA  and  his  DD  Form  214  will  be  updated 
administratively.  
 
 

The remaining relevant facts pertaining to this application are 
contained  in  the  letter  prepared  by  the  appropriate  office  of 
the Air Force, which is attached at Exhibit C.

AIR FORCE EVALUATION: 
 
AFPC/DPSIDR recommends denial of the applicant’s request for the 
award of the AFTR, indicating there is no evidence of an error 
or  injustice.    The  AFTR  has  been  awarded  to  U.S.  Air  Force 
service members upon completion of initial training beginning in 
Aug  74.    In  December  86,  the  criteria  expanded  and  authorized 
the  ribbon  to  anyone  who  was  on  active  duty  in  Dec  86, 
regardless  of  when  they  completed  initial  accession  training.  
The applicant was discharged in Nov 73 before the inclusive date 
of  Aug  74.    Therefore,  he  is  ineligible  for  the  award  of  the 
AFTR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 
 
A  copy  of  the  Air  Force  evaluation  was  forwarded  to  the 
applicant  on  20  Mar  12  for  review  and  comment  within  30  days.  
As  of  this  date,  no  response  has  been  received  by  this  office 
(Exhibit D).

THE BOARD CONCLUDES THAT: 
 
1.  The  applicant  has  exhausted  all  remedies  provided  by 
existing law or regulations. 
 
2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 
 
3.  Insufficient  relevant  evidence  has  been  presented  to 
demonstrate the existence of an error or injustice with respect 
to  the  applicant’s  request  for  the  Air  Force  Training  Ribbon.  
We took notice of the applicant’s complete submission in judging 
the merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR)  and  adopt  its  rationale  as  the  basis  for  our  conclusion 
the applicant has not been the victim of an error of injustice 
with respect to the AFTR.  Therefore, in view of the above and 
in the absence of evidence to the contrary, we find no basis to 
recommend

The  applicant  be  notified  the  evidence  presented  did  not
