APPLICANT REQUESTS THAT:
A DD Form 215, Correction to DD Form 214, Certificate of Release
or Discharge from Active Duty, be issued to reflect the award of
the Korean Defense Service Medal (KDSM) and the Armed Forces
Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
He is entitled to the contested awards for a temporary duty to
Korea from January 1968 to April 1968.
The applicant provides no documentation in support of his appeal.
The applicant's complete submission is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 25 November
1959.
On 1 January 1981, the applicant retired in the grade of master
sergeant under the provisions of AFR 35-7, Voluntary Retirement
for Years of Service Established By Law. He served 21 years,
1 month and 7 days on active duty.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states a review of his
master personnel records failed to provide any documents that
substantiate foreign service time in Korea. Although, it states
on one of the applicants airman performance report that he was
deployed during the time period of the report, it does not
specifically indicate the deployment was to Korea.
The DPAPP complete evaluation is at Exhibit C.
AFPC/DPSIDR recommends the Board determine if the applicants
deployment in January 1968 was to Korea in light of the
contradictory evidence. There is an official document, CSC Form
813, which indicates the applicant was deployed to Korea from
22 January 1968 to 20 April 1969[sic]. There is an entry on his
Air Force Form 7 indicating he was TDY from 22 January 1968 to
20 April 1968.
DPSIDR states the AFEM was established on 4 December 1961, to be
awarded to members of the United States Armed Forces who, after
1 July 1958, have participated in a United States military
operation and encountered foreign armed opposition, or were in
danger of hostile action by foreign Armed Forces. The inclusive
period of award of the AFEM for Korea, was from 1 October 1966 to
30 June 1974.
The KDSM was established in February 2004 to be given as
recognition for military service in the Republic of Korea and the
surrounding waters after 28 July 1954 and ending on such a future
date as determined by the Secretary of Defense.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he was deployed to Korea from January 1968
to April 1968. He was assigned to the Det. 2, 6994th Security
Squadron, Pleiku AB, RVN in October 1968.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. Based on our
review of the evidence of record and the documentation which
reflects the applicant was deployed to Korea from 22 January 1968
to 20 April 1968, we recommend the applicants records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the DD Form 214, Report of Separation from Active Duty, issued in conjunction with
his 1 January 1981 retirement be amended in Item 13, Decorations,
Medals, Badges, Commendations, Citations and Campaign Ribbons
Awarded or Authorized, to include the Armed Forces Expeditionary
Medal and the Korean Defense Service Medal.
