APPLICANT REQUESTS THAT:
His DD Form 256, Honorable Discharge Certificate, be changed to
reflect an enlistment date of 16 June 1951 instead of
28 October 1953 and his discharge date be changed to reflect
29 October 1953 instead of 28 October 1958.

APPLICANT CONTENDS THAT:
The dates on his discharge certificate are in error.
In support of his request, but not listed on his DD Form 149,
the applicant submits a copy of his discharge certificate, a
handwritten letter to his congressman, with attachments, and
some military photographs.

STATEMENT OF FACTS:
According to the National Personnel Record Center (NPRC), the
records required to answer the applicants inquiry are not on
file. On 12 July 1973, the NPRC suffered a fire and the records
in question would have been in the area that suffered the most
damage and may have been destroyed. NPRC conducted an extensive
search but were unable to locate any information that would
assist in verifying the applicants military service. They
requested the applicant provide any documents, letters,
envelopes etc. that would provide information regarding his
military service.

AIR FORCE EVALUATION:
AFPC/DPSIPV recommends a partial grant. DPSIPV states with the
severe constraints on documentation, the only available document
on the applicant is the DD Form 256, Honorable Discharge
certificate which reflects an entry on the reverse indicating
the applicants prior active military service of 2 Years,
4 months, and 13 days; and Total Service Completed for Pay
Purposes of 10 Years, and 16 days. His Air Force (AF) Reserve
service is correctly recorded on his DD Form 256. The
applicants prior service added to his date of enlistment in the
AF Reserves corresponds with the date he claims to have entered
active duty.
DPSIPV recommends completing a DD Form 214, Certificate of
Release or Discharge From Active Duty to document the
applicants Net Active Service This Period as 15 June 1951 to
27 October 1953 (2 years, 4 months and 13 days) and Prior
Inactive Service in the Navy (2 years, 8 months, and 2 days).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 20 December 2011 for review and comment within 30
days (Exhibit D). To date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice which merits partial relief.
The applicant contends that the date of enlistment of 16 June 1951
and date of discharge of 28 October 1958 are incorrect. We note
that after a review of the applicants available records, the Air
Force office of primary responsibility has confirmed that his
enlistment and discharge dates are incorrect and recommend
correction. We agree with their recommendation. Therefore, his
records should be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT be corrected to show that his
enlistment date reflect 15 June 1951 rather than 28 October 1953
and his discharge date reflect 27 October 1953 rather than
28 October 1958.
