APPLICANT REQUESTS THAT:
Item 12e, Total Prior Inactive Service, on his DD Form 214, Certificate of Release or Discharge from Active Duty, reflect
3 Years, 7 months and 12 days of inactive service.

APPLICANT CONTENDS THAT:
He was commissioned in the Inactive Ready Reserve (IRR) of the
United States Air Force Reserve (USAFR) on 3 November 1999. His
total prior inactive service record should begin from his date
of commission up to, 15 June 2003, the date he entered on active
duty.
In support of his request the applicant submits a copy of his
DD Form 214 and AF Form 133, Oath of Office (Military
Personnel).

STATEMENT OF FACTS:
The applicant is a former commissioned officer of the Regular
Air Force who served as a Medical Service Officer from
15 June 2003 through 12 July 2009. He was progressively
promoted to the grade of Major, with a pay grade of (O-4)
effective 18 April 2009. He was released from active duty with
an honorable characterization of service and was credited with
6 years and 28 days of active duty service.

AIR FORCE EVALUATION:
HQ AFPC/DPSIPV recommends denial. DPSIPV states the applicant
was a participant in the Air Force Health Professions
Scholarship Program (AFHPSP) from 3 November 1999 to
18 April 2003 (3 years, 5 months and 16 days). Upon completion
of his medical requirements on 18 April 2003, he served as a
commissioned Reserve officer in the Medical Corps until
14 June 2003 which is reflected on his DD Form 214 as 1 month
and 27 days. In accordance with Title 10 United States Code
(USC), Section 2126, service performed while a member of the
AFHPSP shall not be counted in determining eligibility for
retirement or in computing years of service. Therefore, the
applicant is not entitled to receive inactive duty credit on his
DD Form 214.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 6 January 2012 for review and comment within
30 days (Exhibit D). To date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered

However, the additional time was not credited to the applicants total active federal military service date (TAFMSD) while he was still serving on active duty as a Regular Air Force commissioned officer. Therefore, the time was not accounted for on his 30 Sep 2012, DD Form 214. They recommend reversal of the previously approved addition of two months of active duty service to the applicants 30 Sep 2004 DD Form 214 by ARPC/DPTS.
