His record be corrected to reflect:
1. He was awarded the Air Force Outstanding Unit Award (AFOUA)
with three Bronze Oak Leaf Clusters.
2. He was awarded the Air Force Overseas Ribbon Long Tour.

APPLICANT CONTENDS THAT:
According to the AFP 900-2, the following units were awarded the
AFOUA while he was assigned: 3702nd Basic Military Squadron, 60th
Military Airlift Wing and 60th Transportation Squadron, 81st
Tactical Fighter Wing and the 81st Transportation Squadron. His
Air Force Overseas Long Tour ribbon is also missing.

STATEMENT OF FACTS:
The applicant is a former member of the Air Force who served
from 9 November 1972 through 21 July 1977.
The AFBCMR received the applicants initial request on
14 October 2011. All attempts to obtain his records were
unsuccessful; therefore, his case was administratively closed.
On 12 March 2012, he requested his case be reopened.
AFPC/DPSID reviewed the applicants records and verified his
entitlement to the AFOUA. His records will be corrected
accordingly upon completion of this case.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the Air Force Overseas Ribbon
Long Tour and the three Bronze Oak Leaf Clusters.
The Air Force Overseas Ribbon Long Tour was authorized by the
Air Force Chief of Staff on 12 October 1980. The ribbon was
authorized to be awarded to Air Force and Air Force Reserve
members credited with completion of an overseas tour on or after
1 September 1980. Only individuals serving on active duty as of
6 January 1986 are authorized to have the Air Force Overseas
Ribbon applied retroactively for completion of an overseas tour.
In view of his service dates, he is ineligible for this ribbon.
The 81st Transportation Squadron was awarded the Air Force
Outstanding Unit Award with an inclusive period of 1 July 1976
through 30 June 1978. The applicants service during the
inclusive period was verified. However, no official
documentation could be located to verify the applicant served
with the 3702nd Basic Military Training Squadron, 60th Military
Wing or the 81st Tactical Fighter Wing. Therefore, his
entitlement to the three Bronze Oak Leaf Clusters could not be
verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 10 September 2012, for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the available evidence of record and the applicant's
complete submission in judging the merits of the case; however,
we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the
basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no basis to grant the relief
sought in this application.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
